The question of why empires decline and fall has attracted the attention of historians for centuries, but remains fundamentally unsolved. This unique collection is concerned with the purely economic aspects of decline. It can be observed of empires in the process of decline that their economies are generally faltering. Here the similarities in different cases of economic decline are identified, bearing in mind that individual histories are characterized by important elements of originality. In his introduction, Professor Cipolla points out that improvements in standards of living brought about by a rising economy lead to more and more people demanding to share the benefits. Incomes increase and extravagances develop, as new needs begin to replace those which have been satisfied. Prosperity spreads to neighbouring countries, which may become a threat and force the empire into greater military expenditure. For these and other reasons, public consumption in mature empires has a tendency to rise sharply and outstrip productivity and, in general, empires seem to resist change. The ten articles in this collection, first published in 1970, examine separate cases of economic decline, from Rome and Byzantium to the more recent histories of the Dutch and Chinese empires, and demonstrate both the resemblances and the peculiarly individual characteristics of each case.

Focusing on a poet, a sheikh and his deputy, Hammond re-evaluates the lives and legacies of three key figures who chose exile in Egypt as radical secular forces seized power in republican Turkey: Mehmed Akif, Mustafa Sabri and Zahid Kevseri. Examining a period when these scholars faced the dual challenge of non-conformist trends in Islam and Western science and philosophy, Hammond argues that these men, alongside Said Nursi who remained in Turkey, were the last bearers of the Ottoman Islamic tradition. Utilising both Arabic and Turkish sources, he transcends disciplinary conventions that divide histories along ethnic, linguistic and national lines, highlighting continuities across geographies and eras. Through this lens, Hammond is able to observe the long-neglected but lasting impact that these Late Ottoman thinkers had upon Turkish and Arab Islamist ideology.

The "natural order of the state" was an early modern mania for the Ottoman Empire. The Proper Order of Things offers the story of an empire, at once familiar and strange, told through the shifting written vocabularies of power deployed by the Ottomans in their quest to thrive within a competitive early modern environment. Ferguson transcends the question of what these documents said, revealing instead how their formulation of the "proper order of things" configured the state itself. Through this textual authority, she argues, Ottoman writers ensured the durability of their empire, creating the principles of organization on which Ottoman statecraft and authority came to rest.
