This 2013 Article IV Consultation highlights that economic growth in Solomon Islands is slowly rebounding from the slowdown of the first half of 2013, when agriculture, logging, and gold production fell, owing mainly to unfavorable weather developments, lower terms of trade, and one-off factors. Real GDP growth is projected at 2.9 percent for 2013 and 4 percent for 2014. Risks are tilted to the downside, including from lower external demand and grants. Inflation has stabilized at about 6.5 percent and is expected to fall gradually as agricultural prices react to the recovery of production.
Since the intervention of the Regional Assistance Mission to the Solomon Islands, growth has rebounded, and financial stability has been maintained. Fiscal discipline should be sustained, and a medium-term strategy developed taking into account looming pressures. The central bank’s current exchange rate policy is appropriate, but requires vigilance. Financial system soundness should be strengthened by liquidating the development bank, and raising the profitability of the National Provident Fund. Structural reforms to encourage new private sector activities should be vigorously implemented.
The transport sector is key to the continued economic development of Asia and the Pacific. By improving connectivity and making the movement of goods and people more affordable, transport contributes to economic growth, efficiency, and competitiveness while providing poor people with access to economic opportunities and services. Various components of the transport infrastructure are exposed and vulnerableto climate change. This is of particular concern to countries in Asia and the Pacific which will experience significant adverse impacts from a changing climate. The Asian Development Bank has put in place a systematic framework guiding the conduct of climate risk and vulnerability assessments of investment projects. Ongoing initiatives will address some of the key challenges encountered when conducting climate risk and vulnerability assessments, including access to readily available climate change information.
Because trucks in Bangladesh and India are not allowed to operate across the border, cargo is transloaded at the border, and Indian trucks traveling between northeast India and the rest of India must go around Bangladesh through the Siliguri Corridor, which significantly increases transport and trade costs. This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. Connecting to Thrive: Challenges and Opportunities of Transport Integration in Eastern South Asia presents a collection of innovative technical analyses that show what is needed to achieve seamless connectivity in the region. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. It assesses the potential shift of freight traffic to new routes and modes in eastern India and Bangladesh once the MVA is implemented and the potential impact of the MVA on wages, employment, and income in Bangladesh and India. It explores how the local impacts of a regional corridor could be enhanced in rural areas by improving access to markets along the corridors and how women’s participation in export-oriented agriculture value chains could be improved to allow women to take advantage of improved regional connectivity. Connecting to Thrive will be of interest to policy makers, private sector practitioners, and academics with an interest in regional connectivity in eastern South Asia.

The objective of the Assessment is to analyse the agriculture and rural sectors from a gender perspective at the macro level (policy), meso level (institutional) and micro level (community and household). The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities. This Assessment is also intended to raise awareness about gender issues among policy-makers, FAO officers, NGOs and community-based organizations (CBOs) in Fiji. It provides background and gender-related information, and can be used as a tool to mainstream gender perspectives in future policies, projects and programmes in ways that empower rural women.
