This publication is a history of the partnership between Indonesia and the Asian Development Bank (ADB). When Indonesia became a founding member of the bank in 1966, the country faced daunting challenges. In the five decades that passed, both Indonesia and ADB have evolved in remarkable ways. Indonesia developed rapidly through the late 1990s yet faced a difficult time of adjustment after the Asian financial crisis of 1997–1998. The country has since resumed growth in the last decade. For its part, ADB has widened its activities in Indonesia, transforming from a project-oriented bank into a broad-based development institution. This effective partnership reflects Indonesia’s success in working with the international community in the past 50 years.
This paper focuses on Haiti’s Poverty Reduction Strategy Paper and 2014–2016 Three-Year Investment Program. The Haiti Strategic Development Plan presents the new framework for the planning, programming, and management of Haitian development, the vision and the strategic guidelines for the country’s development, and the four major work areas to be implemented to ensure the recovery and development of Haiti. The Three-Year Investment Program, 2014–2016 (PTI 2014–2016) concerns implementation of the Strategic Plan for Development of Haiti and more specifically implementation of the government’s priorities for the period.
These guidelines describe how a project-level design and monitoring framework should be developed and used throughout the project cycle for Asian Development Bank (ADB) sovereign operations and technical assistance projects. The design and monitoring framework is a key tool for project design, implementation, and evaluation, and provides the basis for ADB’s project performance management system. The guidelines are intended to help staff of ADB, government officers, consultants, project sponsors and borrowers, and other stakeholders prepare high-quality design and monitoring frameworks. They serve as an effective tool to ensure that ADB-financed projects contribute to achieving a prosperous, inclusive, resilient, and sustainable Asia and Pacific region as envisaged in ADB’s Strategy 2030.
This report examines the role of rare earth metals and other materials in the clean energy economy. It was prepared by the U.S. Department of Energy (DoE) based on data collected and research performed during 2010. In the report, DoE describes plans to: (1) develop its first integrated research agenda addressing critical materials, building on three technical workshops convened by the DoE during November and December 2010; (2) strengthen its capacity for information-gathering on this topic; and (3) work closely with international partners, including Japan and Europe, to reduce vulnerability to supply disruptions and address critical material needs. Energy is becoming a prominent driver of economic development. Each year, billions of dollars are invested around the world by the public and private sectors in low-emissions energy development and energy efficiency planning. Energy-based economic development (EBED) is a domain that seizes the opportunities inherent in clean energy development to drive innovation and generate economic growth. This report analyzes gender equality in the labor market and related policies and legislation in the Philippines, and concludes with recommendations to promote gender equality. Key mechanisms for attaining inclusive growth for women requires expanding employment opportunities and decent work outcomes for women to promote gender equality in labor markets. Economic growth in the Philippines, however, has not translated into sufficient employment growth and the employment growth has not been inclusive for women. Generally speaking, there has been little improvement in gender equality in the labor market, as measured by the share of women in waged employment in the nonagriculture sector. In the Philippines, the estimated proportion of women's annual earnings to men's annual earnings stands at less than 60%. However, employment growth alone is not sufficient to judge whether there is inclusive growth, especially in low-income countries where there is significant underemployment and a large informal employment sector. Gender inequality in the labor market is ascertained here by reference to seven gender gaps (or deficits for women): labor force participation, human capital, the unpaid domestic and care work burden, vulnerable employment, wage employment, decent work, and social protection. Despite a variety of gender-responsive legal and policy initiatives, an assessment of the labor market in the Philippines reveals that although some gender gaps have been reduced, women still suffer from persistent gender deficits.
