This is the first-ever book to provide a comprehensive analysis of Chinese social security reforms with a variety of views. It addresses issues such as what kind of social security system China should establish, how this system should be managed and financed, and how the transition from the old system to the new system can best be accomplished. The authors of the papers in this book include internationally renowned Chinese and Western social security experts (such as Martin Feldstein and Henry Aaron), Chinese policy makers, and scholars who have worked on Chinese social security for years.
While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. As the first in-depth study of the ideational foundations of social protection policies and programmes in these four countries, the contributions demonstrate that the social question was articulated in an increasingly inclusive way. The contributions identify the ideas, beliefs, and visions that underpinned the movement towards inclusion and social peace as well as counteracting doctrines. Drawing on perspectives from the sociology of knowledge, grounded theory, historiography, discourse analysis, and process tracing, the volume will be of interest to scholars across political science, sociology, political economy, history, area studies, and global studies, as well as development experts and policymakers.
This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. As such this book is a valuable read to researchers, policy makers, government employees and NGO’s.

China is one of the biggest country with a largest population in the world and its economy being weak at a time, its social security was not well organized, but now the economy is getting stronger and is the second largest economy in the World, second to USA. Within 20 years it is projected to take over from USA. With this development, China needs to organize itself well, as far as social security is concerned. Even though China has tried to put a comprehensive social security system in place, accessibility is still low, as some places such as the rural areas do not have most of social security programs offered to their counterparts in urban areas. The large majority of workers in developing countries are excluded from social security protection. Social Security for the Excluded Majority examines this problem in Benin, China, El Salvador, India, and the United Republic of Tanzania. This book pleads for a participatory approach to the extension of social security and explores ways in which governments and organizations can come together to create practical, workable policies to bring social security protection to all.Through a series of detailed case studies compiled by an international array of policy experts, this book looks closely at the workings of self-financed schemes for informal workers that emerged in the 1990s, and highlights the schemes that have been most beneficial. It focuses on how NGOs, cooperatives, and other social organizations have been able to develop institutions and policies more in line with the requirements and contributory capacity of the informal sector.The authors evaluate various approaches to the extension of formal sector social insurance to informal sector workers, including the self-employed. In addition, they explore how social assistance programs, although often requiring sophisticated administration, can help ensure that benefits reach the population most in need, such as children, the disabled, and the elderly.
We describe the current state and recent trends in the landscape of social security programs in China, Mexico, and India. A common thread across these countries is the introduction and recent expansion of old-age pension programs with noncontributory components. We use surveys from the HRS-family to analyze trends in the levels and correlates of social security coverage in Mexico and China. The most notable development is the increase in public pension coverage for the elderly population. In China, coverage rates for the population 70 and older grew from 33 percent in 2011 to 68 percent in 2015; and in Mexico from 32 percent to 55 percent in the 10 years following 2002. The new programs also caused significant changes on the determinants of coverage in ways that share similarities across countries. Variables such as educational attainment, urban status, and an employment history in the formal sector, were strong predictors of public pension receipt in the earlier survey-waves, but not in the most recent ones for China and Mexico. However, a strong relationship remains, and is unchanged across time, between those same characteristics and the average income pension amount. Likewise, there are no significant changes between them and receipt of benefits from other social programs. Based on these results, we conduct simulations that show, for example, that even rapid transformation of the labor market or education levels of the population would not radically change the proportion covered by pension programs but would largely increase average pension amounts.
Challenging the Westphalian view of international relations, which focuses on the sovereignty of states and the inevitable potential for conflict, the authors from the Borderlands Study Group reconceive borders as capillaries enabling the flow of material, cultural, and social benefits through local communities, nation-states, and entire regions. By emphasizing local agency and regional interdependencies, this metaphor reconfigures current narratives about the China India border and opens a new perspective on the long history of the Silk Roads, the modern BCIM Initiative, and dam construction along the Nu River in China and the Teesta River in India. Together, the authors show that positive interaction among people on both sides of a border generates larger, cross-border communities, which can pressure for cooperation and development. India China offers the hope that people divided by arbitrary geo-political boundaries can circumvent race, gender, class, religion, and other social barriers, to form more inclusive institutions and forms of governance.
