The concept of public action is a magnifying lens for shedding light on the plurality of institutional and social actors interacting in policies. Taking into account a changing social world that is redefining the State and its instruments, it is well suited for picking out transformations that have been affecting European social policies for some twenty years or so now: the territorial reorganization of powers; the spread of a public-private mix in the provision of services; the rise of new forms of collaborative governance; the institutionalization of the European agenda on social investment. This book examines social policies as normative and cognitive devices that contribute to organizing social life and are themselves moulded and redefined by it. The perspective of public action is located where it is possible to observe how these devices come into action, the powers and interests they help mobilize and the dynamics they generate. Policies thus appear as a tangle of rather diverse processes in which the erosion of the ‘social’ coexists with the emergence of innovative forms of social organization. Public action is the key tool that helps to deal with this tangle by posing the following questions. What vocabularies, significances and practices are set in motion by the ‘social’ today? What are the resources that fuel it? What powers are deployed in it?

The United States is among the wealthiest nations in the world, but it is far from the healthiest. Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

In this book, the evolution of building a modern and creative society in China is explored in juxtaposition with the development of school education in China. The authors examine how music education may help initiate a policy dialogue on creativity in Chinas school music education and the challenges between contemporary cultural and social values and communist ideologies, and between collectivism and individualism. Why are they less likely to seek public office or join political organizations? The Private Roots of Public Action is the most comprehensive study of this puzzle of unequal participation. The authors develop new methods to trace gender differences in political activity to the nonpolitical institutions of everyday life--the family, school, workplace, nonpolitical voluntary association, and church. Different experiences with these institutions produce differences in the resources, skills, and political orientations that facilitate participation--with a cumulative advantage for men. In addition, part of the solution to the puzzle of unequal participation lies in politics itself: where women hold visible public office, women citizens are more politically interested and active. The model that explains gender differences in participation is sufficiently general to apply to participatory disparities among other groups--among the young, the middle-aged, and the elderly or among Latinos, African-Americans and Anglo-Whites.
