Contemporary urban renewal is the subject of intense academic and policy debate regarding whether it promotes social mixing and spatial justice, or instead enhances neoliberal privatization and state-led gentrification. This book offers a cross-national perspective on contemporary urban renewal in relation to social rental housing.
South End Community Development Inc. was a new idea when Whittlesey accepted its directorship. He worked with the United South End Settlements staff on a successful proposal to rehabilitate South End houses in one of Bostons urban renewal areas. They received a grant from the US Federal Housing and Home Agencies for $205,000 matched with a contribution of $50,000 from the United South End Settlements and $75,000 from the Committee of the Permanent Charity Fund, now known as the Boston Foundation. This book tells the story of the completion of that Demonstration Program, of its transformation into a technical assistance corporation, and its expansion into the Greater Boston area. Convinced that financing was key for successful affordable housing ventures, Whittlesey accepted the directorship of the Boston Housing Partnership (BHP). BHP organized the projects, raised financing for them, and had local community development corporations own and operate them. BHP became a model for the nation. Conducting a national survey and identifying the presence of significant housing organizations around the country, Whittlesey then left BHP to head up the organization of a national association of housing partnerships, now known as the Housing Partnership Network (HPN). With a hundred members, by 2014, HPN had collectively developed and preserved over three hundred thousand units of affordable rental housing and built, rehabilitated, or financed sixty-three thousand single-family homes.
Exploring the lessons that can be drawn from the United States's experience in providing affordable, low-cost housing, this book reviews recent developments in the US regarding such provision. Topics covered include: the changing role of the federal government; greater responsibility of state and local government; and innovative financial mechanisms. The book comprises case studies of success stories. A conclusion weaves together the strands developed in the individual case studies, examines criteria that define success, identifies common factors, and considers opportunities for developing more effective policies and programmes.

Cities have limited tools to address these problems, and many must rely on the private market to support the public good. It wasn’t always this way. For almost three decades after World War II, even as national policies promoted suburban sprawl, the federal government underwrote renewal efforts for cities that had suffered during the Great Depression and the war and were now bleeding residents into the suburbs. In Saving America’s Cities, the prizewinning historian Lizabeth Cohen follows the career of Edward J. Logue, whose shifting approach to the urban crisis tracked the changing balance between government-funded public programs and private interests that would culminate in the neoliberal rush to privatize efforts to solve entrenched social problems. A Yale-trained lawyer, rival of Robert Moses, and sometime critic of Jane Jacobs, Logue saw renewing cities as an extension of the liberal New Deal. He worked to revive a declining New Haven, became the architect of the “New Boston” of the 1960s, and, later, led New York State’s Urban Development Corporation, which built entire new towns, including Roosevelt Island in New York City. Logue’s era of urban renewal has a complicated legacy: Neighborhoods were demolished and residents dislocated, but there were also genuine successes and progressive goals. Saving America’s Cities is a dramatic story of heartbreak and destruction but also of human idealism and resourcefulness, opening up possibilities for our own time.
This issue of A+BE addresses two critical urban issues China faces today: housing and urban renewal. In the recent two decades, the Chinese urban housing stock underwent a significant, if not extreme, transformation. From 1949 to 1998, the urban housing stock in China largely depended on the public sector, and a large amount of public housing areas were developed under the socialistic public housing system in Beijing and other Chinese cities. Yet in 1998, a radical housing reform stopped this housing system. Thus, most of the public housing stock was privatized and the urban housing provision was conferred to the market. The radical housing privatization and marketization did not really resolve but intensified the housing problem. Along with the high-speed urbanization, the alienated, capitalized and speculative housing stock caused a series of social and spatial problems. The Chinese government therefore attempted to reestablish the social housing system in 2007. However, the unbalanced structure of the Chinese urban housing stock has not been considerably optimized and the housing problem is still one of the most critical challenges in China.
