Social regeneration is about the transformative processes that, through institutional choices that embody cooperation and inclusion, develop opportunities and capabilities for weak categories, and transversally for society. The challenge of social regeneration can be addressed, in part, through organisational solutions increasingly identified with social economy organisations, since they are characterised by a social objective, cooperation and inclusive democratic governance. Besides the organisational element, Social Regeneration and Local Development provides a new perspective on interacting socio-economic factors, which can work in synergy with the social economy organisations model to promote and sustain social regeneration and well-being. Such elements include civic engagement and social capital, the nature of the welfare system, the use of physical assets in urban and rural areas, leadership, technology, and finance. By analysing organisational and contextual elements, this book offers an institutional perspective on how socio-economic systems can reply to challenges such as social and environmental degradation, financial crises, immigration, inequality, and marginalisation.
Social economy -- also known as "non-profit" or "third sector" -- organizations have grown in number and relevance, contributing to employment, social inclusion, democratic participation and community building. Much remains to be done, however, to create the necessary enabling environment to support their creation and development and to mainstream the sector in economic and social policies. This publication offers new insights into the economic theory of social economy organizations, their role in an evolving political and economic context, and the links to local development and the empowerment of users. Throughout the world, cooperatives, non-profit and mutual benefit organizations, foundations, and other social enterprises play an important role in job creation, social cohesion, innovation and regional development. The book explains why it is important to have statistics on the social economy and to project how we might better understand it.
When citizens take collaborative action to meet the needs of their community, they are participating in the social economy. Co-operatives, community-based social services, local non-profit organizations, and charitable foundations are all examples of social economies that emphasize mutual benefit rather than the accumulation of profit. While such groups often participate in market-based activities to achieve their goals, they also pose an alternative to the capitalist market economy. Contributors to Scaling Up investigated innovative social economies in British Columbia and Alberta and discovered that achieving a social good through collective, grassroots enterprise resulted in a sustainable way of satisfying human needs that was also, by extension, environmentally responsible. As these case studies illustrate, organizations that are capable of harnessing the power of a social economy generally demonstrate a commitment to three outcomes: greater social justice, financial self-sufficiency, and environmental sustainability. Within the matrix of these three allied principles lie new strategic directions for the politics of sustainability. Whether they were examining attainable and affordable housing initiatives, co-operative approaches to the provision of social services, local credit unions, farmers' markets, or community-owned power companies, the contributors found social economies providing solutions based on reciprocity and an understanding of how parts function within the whole--an understanding that is essential to sustainability. In these locally defined and controlled, democratically operated organizations we see possibilities for a more human economy that is capable of transforming the very social and technical systems that make our current way of life unsustainable. As the current economic crisis spreads around the globe questions are being asked about what king of capitalist or post-capitalist economy will follow. There is increasing talk of the need for stringent economic regulation, the need to temper greed and individualism, to make the economy work for human and social development. The search is on for a kinder, greener, less unequal and more redistributive economy. This transitional moment, with its pointed questions about the economy to come, provides an opportunity to assess the role and potential of the 'social economy', that is, economic activity in between market and state oriented towards meeting social needs. Until a decade ago, the term was used mainly by the fringe to describe the 'alternative economy'. Typically, organisations providing affordable child-care to low-wage families in a poor neighbourhood, or those making goods from recycled materials for low-income households, were considered to be residual or marginal to a mainstream dominated by markets and states. In the last decade, expectation in both the developed and developing world has changed in quite radical ways. Mainstream opinion is starting to see the social economy as a source of building social capabilities as well as developing new markets in welfare provision. Policymakers around the world have begun to support the social economy, and increasingly on business grounds, jostling with traditional interest on the fringe in the sector as a moral and social alternative to the capitalist economy. It is precisely this emerging but disputed centrality of the social economy that makes this book so timely. The book positions the social economy conceptually and normatively with the help of case evidence from a number of developed and developing countries. Uniquely, it brings together in English the work of leading scholars of the social economy who are also actively engaged in national and international policy formulation. Although it argues a case for seeing the social economy as distinctive from the state and market in terms of aims, values, and actors, it also notes many overlaps and complementarities once the economy is conceptualised as a plural entity responding to needs in diverse organisational combinations. The book also shows that expectations - social and economic - cannot be divorced from local institutional and historical circumstances and legacies. Accordingly, while certain generic policy principles can be shared internationally, interventions on the ground cannot ignore the demands of situated practice and legacy.
Critically examining economic developments within the last sixty years, this book argues that a crisis in global social reproduction is altering existing understandings of work, labour and the economy. The author of this original volume, Hasmet M. Uluorta, contends that the crisis in the global economy is triggering a potential paradigm shift from one defined under the rubric of Employment to an alternative theorized as Work. Discussing the Employment paradigm that formed the dominant mode of development after the Second World War through to the 1970s, the author considers the economic and political forces that resulted in its eventual decline. Focusing on already existing practices of organizations and workers in Toronto, Canada, the book goes on to consider the shift to Work and the consequent rise in the social economy which has broken down conventional categories of work and leisure. The author concludes that the social economy presents fundamental challenges to understandings that underpinned the previous economic order. Building on insights from a range of disciplines, The Social Economy will be of interest to students and scholars of international political economy, international relations, labour studies, sociology, and globalization studies.
