Sub-Saharan Africa has achieved significant gains in reducing the levels of extreme poverty in recent decades, yet the region continues to experience challenges across the development indicators, including energy access, literacy, delivery of services and goods, and jobs skills, as well as low levels of foreign direct investment. Exacerbating the difficulties faced by many countries are the sequelae of conflict, such as internal displacement and refugee migration. Social Contracts for Development: Bargaining, Contention, and Social Inclusion in Sub-Saharan Africa builds on recent World Bank attention to the real-life social and political economy factors that underlie the power dynamic and determine the selection and implementation of policies. Applying a social contract approach to development policy, the authors provide a framework and proposals on how to measure such a framework to strengthen policy and operational engagements in the region. The key message is that Africa’s progress toward shared prosperity requires looking beyond technical policies to understand how the power dynamics and citizen-state relations shape the menu of implementable reforms. A social contract lens can help diagnose constraints, explain outbreaks of unrest, and identify opportunities for improving outcomes. Social contract assessments can leverage the research on the nexus of politics, power relations, and development outcomes, while bringing into focus the instruments that underpin state-society relations and foster citizen voice. Social contracts also speak directly to many contemporary development trends, such as the policy-implementation gap, the diagnostic of binding constraints to development, fragility and conflict, taxation and service delivery, and social protection. The authors argue that policies that reflect the demands and expectations of the people lead to more stable and equitable outcomes than those that do not. Their focus is on how social contracts are forged in the region, how they change and why, and how a better understanding of social contracts can inform reform efforts. The analysis includes the additional impact of the COVID-19 (coronavirus) pandemic on government-citizen relationships.
In 2019, an Independent Evaluation Group review on the growing use of social contracts terminology by the World Bank concluded that social contract diagnostics are useful analytical innovations with relevant operational implications, particularly in situations of transition and social unrest. But it also found that the World Bank had no formal, conceptual framework or shared understanding of social contracts, leading to uneven quality of use. This paper proposes a framework and quantitative measures to describe social contracts. First, the paper presents a literature review on social contract theory and its applications in development. Second, it proposes a conceptual framework based on three core aspects of social contracts: (i) the citizen-state bargain, (ii) social outcomes that form the contents of the social contract, and (iii) resilience of the social contract in terms of how citizens' expectations are being met. Third, an empirical measurement strategy is described to quantify these aspects through six dimensions and 14 subdimensions using available indicators from multiple sources. An empirical analysis then successfully tests some of the framework's predictions and finds indicative evidence for an operationally interesting result: that state capacity without civil capacity is often not sufficient to generate thicker and more inclusive social contracts, and that these better outcomes lead to less misalignment with expectations and to less social unrest. Fourth, the quantitative measures are used to present three comparative maps for the general characterization of social contracts at the cross-country level.
In this book the author examines the phenomenon of civil war and state failure in sub-Saharan Africa (SSA) from a social contract perspective. Its main hypothesis is that authoritarianism will lead to state failure in the context of SSA.In this regard, SSA states are political communities that have not done enough to promote and develop a social contract that is compatible with the region's sociopolitical and structural peculiarities. Since civil war and state failure have hampered different dimensions of human progress in SSA, analyzing the main patterns of conflict will inevitably lead to an underlying incompatibility between existing governing political structures and the region's social structures. In this case, one major characteristic pattern of civil war and state failure in SSA is that they are caused by delegitimization of government authority by ethnic groups whose allegiance to internal traditional authority is still stronger than to centralized government. Hence, a social contract that will allow ethnic groups to legitimize state authority is what SSA lacks and needs.
This book employs the event of the Arab Spring revolution of 2011 to reflect on the event itself and beyond. Some of the chapters address the colonial encounter and its lingering reverberations on the African sociopolitical landscape. Others address the aftermath of large scale societal violence and trauma that pervade the African context. The contributions indicate the range of challenges confronting African societies in the postmodern era. They also illustrate the sheer resilience and inventiveness of those societies in the face of apparently overwhelming odds. What is the nature of political power in contemporary Africa as constituted from below instead of being a state driven phenomenon? What constitutes sovereignty without recourse to the usual academic responses and discourses? These two questions loom behind most of the deliberations contained in this book with contributions from an impressive field of international scholars.
An analysis of recent data on the economic behavior of market institutions in sub-Saharan Africa, with implications for future research and current policy. In Market Institutions in Sub-Saharan Africa, Marcel Fafchamps synthesizes the results of recent surveys of indigenous market institutions in twelve countries, including Benin, Ghana, Kenya, Madagascar, Malawi, and Zimbabwe, and presents findings about economics exchange in Africa that have implications both for future research and current policy. Employing empirical data as well as theoretical models that clarify the data, Fafchamps takes as his unifying principle the difficulties of contract enforcement. Arguing that in an unpredictable world contracts are not always likely to be respected, he shows that contract agreements in sub-Saharan Africa are affected by the absence of large hierarchies (both corporate and governmental) and as a result must depend to a greater degree than in more developed economies on social networks and personal trust. Fafchamps considers policy recommendations as they apply to countries in three different stages of development: countries with undeveloped market institutions, like Ghana; countries at an intermediate stage, like Kenya; and countries with developed market institutions, like Zimbabwe. Market Institutions in Sub-Saharan Africa caps ten years of personal research by the author. Fafchamps, in collaboration with such institutions as the Africa Division of the World Bank and the International Food Policy Research Institute, participated in the surveys of manufacturing firms and agricultural traders that provide the empirical basis for the book. The result is a work that makes a significant contribution to research on the continuing economic stagnation of many countries in sub-Saharan Africa and is also largely accessible to researchers in other fields and policy professionals.
The COVID-19 pandemic showed that many developing countries could not respond effectively to crises due to their limited capacity to diversify their social protection responses. Social protection systems depend mainly on government tax revenue capacity. Raising domestic revenue still represents a priority for most sub-Saharan African countries, which continue to face high tax non-compliance. This research investigates whether there is a link between citizens' perceptions of governance and individual tax compliance in sub-Saharan Africa. We employ a logistic regression model and use Round 7 of the Afrobarometer, whichcontains information on Africans' views on democracy, governance, economic reform, civil society, and quality of life for 32 countries. Furthermore, in addition to a regression analysis, the study proposes a binary mediation analysis to investigate the direct and indirect effects of governance perception on individual tax compliance, with trust in institutions serving as a mediator. The main results suggest that perceptions of governance and attitudes towards tax compliance are positively associated, and their impact differs by country.
Wracked by poverty, famine, and drought, Africa is typically represented as agriculturally stagnant, backward, and crisis-prone. Living Under Contract, however, highlights the dynamic, changing character of sub-Saharan agrarian systems by focusing on contract farming. A relatively new and increasingly widespread way of organizing peasant agriculture, contract farming promotes production of a wide variety of crops--from flowers to cocoa, from fresh vegetables to rice--under contract to agribusinesses, exporters, and processers. The proliferation of African growers producing under contract is in fact part of broader changes in the global agro-food system. In this examination of agricultural restructuring and its effect upon various African societies, editors Peter Little and Michael Watts bring together anthropologists, economists, geographers, political scientists, and sociologists to explore the origins, forms, and consequences of contract production in several African countries, particularly Kenya, the Gambia, Zimbabwe, and the Ivory Coast. Documenting how contract production links farmers, agribusiness, and the state, the contributors examine problematic aspects of this method of agrarian reform. Their case studies, based on long-term field work and analysis on the village and household level, chart the complex effects of contract production on the organization of work and the labor process, rural inequality, gender relations, labor markets, local accumulation strategies, and regional development. Living Under Contract reveals that contract farming represents a distinctive form in which African growers are incorporated into national and world markets. Contract production, which has been a central feature of the agricultural landscape in the advanced capitalist states, is an emerging strategy for "capturing peasants" and for confronting the agrarian question in the late twentieth century.
