Under a Congressional mandate, the National Center for Education Statistics (NCES) is required to collect data on the frequency, seriousness, and incidence of violence in elementary and secondary schools. The NCES responded to this requirement by commissioning a survey, the Principal/School Disciplinarian Survey on School Violence, the results of which are detailed in this report. The school violence survey was conducted with a nationally representative sample of 1,234 regular public elementary, middle, and secondary schools in the 50 states and the District of Columbia in the spring and summer of 1997. The survey requested information on: (1) the incidence of crime and violence in the public schools; (2) principals' (or school disciplinarians') perceptions about discipline issues; (3) types of disciplinary actions schools took; and (4) security and violence prevention measures in the schools. More than half of U.S. public schools reported experiencing at least one crime incident in the school year 1996-97, and 1 in 10 schools reported at least one serious violent crime during the school year. Crime and violence were more of a problem in middle and high schools than in elementary schools. Middle and high schools were more likely to report that they had experienced one or more incidents of any crime and one or more incidents of serious violent crime than elementary schools. Most public schools reported having zero tolerance policies towards serious student offenses, and most schools reported that they used low levels of security measures to prevent violence. A major problem confronting schools is that many students are turned off from learning and are bored. Boredom is destructive of learning. The No Child Left Behind (NCLB) initiative of the US government (2001) stemmed from the claim – accompanied by sharp debates pro and con – that many schools in the United States fail to achieve basic educational objectives, and that many schools are doing a poor job for a wide variety of reasons and surely not just because of student boredom (Brigham, Gustashaw, Wiley, & Brigham, 2004; Essex, 2006; Goodman, Shannon, Goodman, & Rapoport, 2004; Sunderman, Tracey Jr. , Kim, & Orfield, 2004). The model of school organization and instruction presented here seeks to provide an effective plan for significant improvement in secondary school education, one of whose central aims is to make students genuinely engaged in what they are learning. The NCLB legislation emphasizes, inter alia, the need for school improvement. Without it one cannot reasonably anticipate improvement over current levels in student engagement in learning and in academic achievement. The NCLB literature frequently employs the term “school improvement” to refer to the quality of the teachers, such as their academic credentials, instructional competence, and their knowledge of subject matter. Similarly, “school restructuring” is said to include steps such as transforming the school into a charter school, replacing the teaching staff, or inviting a private company to administer the school. The use of those terms in this work is distinctly different.
Sport is perceived to have the potential to alleviate a variety of social problems and generally to ‘improve’ both individuals and the communities in which they live. Sport is promoted as a relatively cost effective antidote to a range of social problems – often those stemming from social exclusion - including poor health, high crime levels, drug abuse and persistent youth offending, educational under-achievement, lack of social cohesion and community identity and economic decline. To this end, there is increasing governmental interest in what has become known as ‘sport for good’. A Wider Social Role for Sport presents the political and historical context for this increased government interest in sport’s potential contribution to a range of social problems. The book explores the particular social problems that governments seek to address through sport, and examines the nature and extent of the evidence for sport’s positive role. It illustrates that, in an era of evidence-based policy-making, the cumulative evidence base for many of these claims is relatively weak, in part because such research is faced with substantial methodological problems in isolating the precise contribution of sport in many contexts. Drawing on worldwide research, A Wider Social Role for Sport explores the current state of knowledge and understanding of the presumed impacts of sport and suggests that we need to adopt a different approach to research and evaluation if sports researchers are to develop their understanding and make a substantial contribution to sports policy..
