As a special administrative region of China, Hong Kong has its own legal system rooted in the common law. Reforms to this system take into account Hong Kong’s unique conditions as an international city and draw widely on practices around the world. Since 1980, recommendations from a Law Reform Commission, chaired by the Secretary for Justice, have resulted in comprehensive revisions in key areas of law, ranging from commercial arbitration and interception of communications to divorce and copyright. Recently, however, the government has been slow to act on the Commission’s recommendations. Questions have also arisen about whether the Commission — under-resourced, part-time and government-led — can really meet the needs of an increasingly sophisticated society. Is law reform itself also in need of reform? This collection of essays by distinguished experts from around the world seeks answers to the question. The book explores the varied experience of law reform in Hong Kong and other common law jurisdictions and makes recommendations for strengthening the process of law reform both in Hong Kong and elsewhere. China's extraordinarily rapid economic growth since 1978, driven by market-oriented reforms, has set world records and continued unabated, despite predictions of an inevitable slowdown. In The State Strikes Back: The End of Economic Reform in China?, renowned China scholar Nicholas R. Lardy argues that China's future growth prospects could be equally bright but are shadowed by the specter of resurgent state dominance, which has begun to diminish the vital role of the market and private firms in China's economy. Lardy's book arrives in timely fashion as a sequel to his pathbreaking Markets over Mao: The Rise of Private Business in China, published by PIIE in 2014. This book mobilizes new data to trace how President Xi Jinping has consistently championed state-owned or controlled enterprises, encouraging local political leaders and financial institutions to prop up ailing, underperforming companies that are a drag on China's potential. As with his previous book, Lardy's perspective departs from conventional wisdom, especially in its contention that China could achieve a high growth rate for the next two decades—if it reverses course and returns to the path of market-oriented reforms.
'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.

This study updates the findings of a 1994 study on how the concepts of women in development and gender have evolved within the World Bank, and how Bank policies and lending reflect these concepts. Drawing from documentation including project documents, economic and sector work, and OED evaluations, this study analyzes the overall quality of lending in Fiscal 1994-95 for gender integration, compares it with that of complete projects, and reviews recent economic and sector work and country assistance strategies. The update calls for actions to ensure that gender concerns are addressed in ongoing work on social assessments, performance indicators, and guidance for implementation completion reports.
"The government deficits that have played such a prominent role in Ukraine's continued economic decline reflect in large measure the fact that government has been slow to relinquish the role it played during the Soviet era." Since independence, Ukraine has suffered one of the most severe economic declines of any country in this century. While other transition countries in the region successfully replaced their old command economies with market economies, Ukraine continued to protect unprofitable enterprises to preserve employment and income levels. To support this strategy, the government has borrowed more money than it takes in and, at the same time, competes with private enterprise domestically for credit. As Ukraine's economic foundations proceed to crumble, the Ukrainian Government. the World Bank, and the International Center for Policy Studies in Kyiv examined the issues surrounding the crisis. The group analyzed the data and policy studies that were prepared by various Ukrainian and World Bank teams of experts and formulated recommendations for strategies to stem the growing tidal wave of economic collapse now threatening Ukraine. This report presents the issues that are creating these crises and outlines a course to prevent a crash. This report will be of interest to government agencies, economists, bankers, and academics.
