Excerpt from Sixth Biennial Report of the State Board of Charities and Correction, for the Biennial Period Ending November 30, 1902 A full report of such investigation, including the testimony, shall be made to the Governor and by him transmitted, with his suggestions, to the general assembly. Sec. 3. The said Board shall appoint a secretary, who may or may not be a member of said Board, and who shall be paid for his services, in addition to his traveling expenses, such annual salary as shall be agreed upon by the Board.
