What does silent citizenship mean in a democracy? With levels of economic and political inequality on the rise across the developed democracies, citizens are becoming more disengaged from their neighbourhoods and communities, more distrustful of politicians and political parties, more sceptical of government goods and services, and less interested in voicing their frustrations in public or at the ballot box. The result is a growing number of silent citizens who seem disconnected from democratic politics – who are unaware of political issues, lack knowledge about public affairs, do not debate, deliberate, or take action, and most fundamentally, do not vote. Yet, although silent citizenship can and does indicate deficits of democracy, research suggests that these deficits are not the only reason citizens may have for remaining silent in democratic life. Silence may also reflect an active and engaged response to politics under highly unequal conditions. What is missing is a full accounting of the problems and possibilities for democracy that silent citizenship represents. Bringing together leading scholars in political science and democratic theory, this book provides a valuable exploration of the changing nature and form of silent citizenship in developed democracies today. The Rise and Fall of Citizenship brings together many of Turner’s publications on the topic of citizenship and includes three new chapters reflecting upon conceptions of citizenship today. The collection begins with a newly written overview of the rise of social citizenship (with particular reference to the UK and the US from 1945 to the 1980s) which charts the experiences of the ‘Baby Boomers’ that benefited from the creation of welfare states, post- war reconstruction, and the commitment to full employment. The core chapters are based on previously published articles, primarily from Taylor & Francis’ Citizenship Studies journal. These chapters examine and critique various sociological and political theories of citizenship and social rights as expounded in the works of R.H. Tawney, J.M. Keynes, T.H. Marshall, Ralf Dahrendorf, Judith Shklar, Peter Townsend, Bernard Crick, and Jüergen Habermas, among others. Later chapters bring the concept of citizenship up to date. Since the 1980s, the UK and the US have been radically altered by neoliberal economic policies involving the deindustrialization of capitalism and an emphasis on financial institutions, which have given rise to new patterns of inequality and changing labour markets. In describing where we are now, Turner argues that new forms of employment instability and uncertainty are captured by the idea of ‘the precariat’ and that citizens now experience their social world as if they were denizens. Turner also considers the impact of demographic changes and increased immigration, widely opposed by populist parties, on conceptions of citizenship. Migration and membership are also examined with reference to issues of dual citizenship, permanent residence, and ‘citizenship for cash’. The final chapter considers the ongoing relevance of the ancient law of hospitality, positing how the migrant can be considered as an asset rather than a threat. This wide-ranging and thought-provoking collection will be of interest to scholars and students in the humanities and social sciences with a focus on citizenship and rights.

This book argues that European citizenship is transnational, a status that has emerged incrementally during the European integration process. Transnational Citizenship in the European Union follows an institutionalist approach and traces the development of citizenship discourse from the founding treaties of the EU to the most recent effort of constitution-making and the Lisbon Treaty. This helps demonstrate that such discourse has followed a path based on the foundational principles of free movement and non-discrimination rather than revolutionary ideas of a postnational citizenship beyond the nation-state. This in-depth analysis of citizenship in the EU takes into account the institutional configuration of membership, rights, identity, and participation. It also brings in the domestic level of the debate through the examination of national positions on reform proposals and the interplay between EU and member states conceptions of citizenship. Lastly, by investigating citizenship practices, the book helps foster understanding of how the EU works as a political system, and the relationship between European institutions and the recipients of their integrative politics , i.e., the citizens.
This book brings together multidisciplinary perspectives to explore how political values and acts of resistance impact the delivery of social justice in post-colonial states. Everyday life in post-colonial states, such as South Africa and Zimbabwe, is characterized by injustices that have both a historical and contemporary nature. From fishers in Cape Town accused of poaching, to residents of Bulawayo demanding access to water, this book focuses on the relationship between the state and groups that have been historically oppressed due to being on the margins of the political, economic and social system. It draws on empirical research from 12 scholars looking at cases in Brazil, India, South Africa and Zimbabwe. Chapters explore questions such as what citizens, especially those from marginalized groups, want from the state. The book looks at the political values of citizens and how these are formed in the process of engaging with the state and through everyday injustices. It also asks why and how citizens resist the state, with examples of protest, as well as less visible forms of resistance reflecting complex histories and power relations. Finally, the book explores how narratives and counter-narratives reveal the nature of political values and perceptions of what is just. Taken together these elements show the evolution of post-colonial social contracts. A brilliant debut by lawyer and critic Hawa Allan on the paradoxical state of black citizenship in the United States. The little-known and under-studied 1807 Insurrection Act was passed to give the president the ability to deploy federal military forces to fend off lawlessness and rebellion, but it soon became much more than the sum of its parts. Its power is integrally linked to the perceived threat of black American equity in what lawyer and critic Hawa Allan demonstrates is a dangerous paradox. While the Act was initially used to repress rebellion against slavery, during Reconstruction it was invoked by President Grant to quell white-supremacist uprisings in the South. During the civil rights movement, it enabled the protection of black students who attended previously segregated educational institutions. Most recently, the Insurrection Act has been the vehicle for presidents to call upon federal troops to suppress so-called “race riots” like those in Los Angeles in 1992, and for them to threaten to do so in other cases of racial justice activism. Yet when the US Capitol was stormed in January 2021, the impulse to restore law and order and counter insurrectionary threats to the republic lay dormant. Allan’s distinctly literary voice underscores her paradigm-shifting reflections on the presence of fear and silence in history and their shadowy impact on the law.
