Members of the non-profit organization Education Resource Strategies (ERS) have worked for over a decade with leaders of urban school systems to help them organize talent, time and technology to support great schools at scale. One year into the Federal program they are noticing significant differences in district turnaround approaches, engagement of partners and spending strategies. Most districts seem to have promising practices to share as well as common challenges. With this backdrop, ERS held the summit, Sustaining Turnaround at Scale that brought together central office leaders and principals from eight districts, as well as attendees from organizations that partner with turnaround schools and influence the conversation about turnaround. Over the course of the two-day summit, participants shared their experiences and perspectives on topics ranging from school designs to central office structure and from data usage to principal pipelines. The sessions were structured to enable creation of some common lessons and frameworks that could be shared within and across districts. Session participants confirmed five critical components of a complete district strategy for sustainable turnaround at scale: (1) Assess; (2) Target; (3) Define; (4) Plan Resources; and (5) Integrate. These components are explored briefly, and follow-up briefs will cover the areas that participants identified as providing the greatest challenges or opportunities. This is the first brief in a series produced by ERS that complies and analyzes the results of its Sustaining Turnaround at Scale Summit held in October 2011. The Federal government has brought the issue of low-performing schools to the forefront of public conversation by committing $3.5 billion over three years to turn around these schools. As of March 2011, over 1200 schools across the country had been awarded School Improvement Grants (SIG). Given the magnitude of this short-term investment and the urgency of the problem, staff at Education Resource Strategies (ERS), have been studying how districts are organizing their resources--SIG and other--to turn around their neediest schools. This brief addresses the critical question: How can districts use SIG and other, often temporary resources to build lasting change that improves both student performance in target schools and district systems to keep schools from failing in the first place? This brief proposes a set of five practices for organizing turnaround resources to ensure that districts and their turnaround schools land in a permanently better place when temporary dollars run out. This is the second brief in a series produced by Education Resource Strategies (ERS) compiling and analyzing the results of its "Sustaining Turnaround at Scale" Summit held in October 2011. This volume provides an analysis of what we know about turning around "failing" schools in the United States. It starts with an in-depth examination of the barriers that hinder action on turnaround work. The book analyses the reasons why some schools that find themselves in serious academic trouble fail in their efforts to turn themselves around. Beginning with a discussion of what may best be described as "lethal" reasons or the most powerful explanation for failed reform initiatives, which include an absence of attention to student care and support; a near absence of attention to curriculum and instruction; the firing of the wrong people. Covered in this volume are "critical" explanations for failed turnaround efforts such as failure to attend to issues of sustainability, and "significant" explanations for failed turnaround efforts such as the misuse of test data. The volume concludes by examining what can be done to overcome problems that cause failure for turnaround schools and reviewing ideas in the core technology of schooling: curriculum, instruction, and assessment. As well as exploring problems associated with the leadership and management of schools to see where improvement is possible and an analysis of opportunities found in relationships between schools and their external partners such as parents and community members.
Lynn Winters's and Joan Herman's The Turnaround Toolkit is written for school leaders who are focused on transforming instruction, and who may be working under significant time constraints to reverse declining student achievement or public perceptions of school failure. Based on the evidence that simply implementing “continuous improvement” is not enough to close the achievement gap, The Turnaround Toolkit provides a nine-step formative evaluation program designed to achieve an immediate and consistent focus on improving instruction in order to bolster student achievement. In the continuing quest to turnaround the lowest performing schools, rapid and sustainable reform, or school turnaround, seems most elusive for secondary schools. Secondary schools are rife with challenges due to their wide-ranging mission and organizational complexity. With the continued emphasis on college and career readiness and the vast learning possibilities enhanced by technology, our third book in this series, Contemporary Perspectives on School Turnaround and Reform, focuses on rapid school turnaround and reform in secondary schools. In this edited volume, researchers and scholars consider the doubly perplexing challenge of school turnaround or the rapid improvement of the lowest-performing secondary schools. Although there is some evidence that school turnaround policy can impact student achievement scores, research across international contexts seldom identifies schools that substantially changed student learning trajectories and sustained them. Separately, many societies have found improving secondary schools a relatively intractable problem for multiple reasons, including school size and complexity, the micropolitics of teaching and leading within them, and cumulative widening student achievement gaps. In combination, there are almost no examples of low-performing secondary schools turning around. The chapters in this book begin to offer some hope about how policymakers, practitioners, and researchers might begin to reconceptualize how they engage in and undertake the work of rapidly improving low-performing secondary schools.
