El presente artículo revisa el concepto de seguridad ciudadana, proponiéndose que esta debe ser entendida en el contexto de los actuales procesos de exclusión social. Se expone que la gestión de la seguridad ciudadana que se realiza desde el ámbito público tiene a la base ciertas concepciones de esta, las que definen estilos de hacer que pueden orientarse hacia el cumplimiento de la normas y la vigilancia o tener a la base la valoración de participación de la ciudadanía. En sintonía con este segundo estilo de abordar los problemas de seguridad ciudadana, se propone que esta debe concebirse desde una perspectiva amplia, fundamentada el ideario normativo del Desarrollo Humano y los derechos ciudadanos y que, por tanto, considere que las acciones emprendidas deben articularse integralmente, para que permitan superar condiciones de exclusión social. Para hacer viable lo anterior, es necesario que las diversas iniciativas de seguridad ciudadana operen desde el nivel local, con énfasis en el territorio y tendiendo a la base de las acciones emprendidas el uso de metodologías implicativas o participativas Finalmente, se hace referencia a experiencias desarrolladas en España y en Chile, vinculadas a la seguridad ciudadana sobre la base de metodologías participativas. Además, se presentan reflexiones sobre el aporte de las metodologías implicativas para promover la ciudadanía y el desarrollo sustentable de las ciudades.
How do liberal democracies produce citizens who are capable of governing themselves? In considering this question, Barbara Cruikshank rethinks central topics in political theory, including the relationship between welfare and citizenship, democracy and despotism, and subjectivity and subjection. Drawing on theories of power and the creation of subjects, Cruikshank argues that individuals in a democracy are made into self-governing citizens through the small-scale and everyday practices of voluntary associations, reform movements, and social service programs. She argues that our empowerment is a measure of our subjection rather than of our autonomy from power. Through a close examination of several contemporary American "technologies of citizenship"—from welfare rights struggles to philanthropic self-help schemes to the organized promotion of self-esteem awareness—she demonstrates how social mobilization reshapes the political in ways largely unrecognized in democratic theory. Although the impact of a given reform movement may be minor, the techniques it develops for creating citizens far extend the reach of govermental authority. Combining a detailed knowledge of social policy and practice with insights from poststructural and feminist theory, The Will to Empower shows how democratic citizens and the political are continually recreated.

Whereas nations once waited for a clear and present danger to emerge before using force, a threat's felt reality now demands launching a preemptive strike. Power refocuses on what may emerge, as that potential presents itself to feeling. This affective logic of potential washes back from the war front to become the dominant mode of power on the home front as well. This is ontopower—the mode of power embodying the logic of preemption across the full spectrum of force, from the “hard” (military intervention) to the "soft" (surveillance). With Ontopower, Massumi provides an original theory of power that explains not only current practices of war but the culture of insecurity permeating our contemporary neoliberal condition.
Taking its inspiration from Michel Foucault, this volume of essays integrates the analysis of security into the study of modern political and cultural theory. Explaining how both politics and security are differently problematised by changing accounts of time, the work shows how, during the course of the 17th century, the problematisation of government and rule became newly enframed by a novel account of time and human finitude, which it calls ‘factical finitude’. The correlate of factical finitude is the infinite, and the book explains how the problematisation of politics and security became that of securing the infinite government of finite things. It then explains how concrete political form was given to factical finitude by a combination of geopolitics and biopolitics. Modern sovereignty required the services of biopolitics from the very beginning. The essays explain how these politics of security arose at the same time, changed together, and have remained closely allied ever since. In particular, the book explains how biopolitics of security changed in response to the molecularisation and digitalisation of Life, and demonstrates how this has given rise to the dangers and contradictions of 21st century security politics. This book will be of much interest to students of political and cultural theory, critical security studies and International Relations.
