It provides comparative case studies of the most recent Kenyan and Ethiopian seed laws, as well as a study of seed sovereignty 'on the ground' in a locality within Ethiopia. Based on extensive fieldwork, it identifies the interests and motivations of transnational seed corporations, global philanthropic organisations, state actors, and local farmers. It finds significant differences in the wording of seed laws and the exercise of seed sovereignty, applying theories of globalisation to help us better understand these varied outcomes. It shows that seed sovereignty has the potential to be shared between local, national, regional, and global authorities, but in different ways in different countries and localities. In the face of what might sometimes appear to be unstoppable global forces, these findings suggest that the exercise of seed sovereignty can be transformed even in a highly globalised world.
There is much current controversy over whether the rights to seeds or plant genetic resources should be owned by the private sector or be common property. This book addresses the legal and policy aspects of the multilateral seed management regime. First, it studies in detail the International Treaty on Plant Genetic Resources for Food and Agriculture (the Treaty) in order to understand and identify its dysfunctions. Second, it proposes solutions - using recent developments of the "theory of the commons" - to improve the collective seed management system of the Treaty, a necessary condition for its member states to reach the overall food security and sustainable agriculture goals. Redesigning the Global Seed Commons provides a significant contribution to the current political and academic debates on agrobiodiversity law and governance, and on food security and food sovereignty, by analyzing key issues under the Treaty that affect the design and implementation of regulatory instruments managing seeds as a commons. It also examines the practical, legal, political and economic problems encountered in the attempt to implement these obligations in contemporary settings. In particular, it considers how to improve the Treaty implementation by proposing ways for Contracting Parties to better reach the Treaty’s objectives taking a holistic view of the human-seed ecosystem. Following the tenth anniversary of the functioning the Treaty’s multilateral system of access and benefit-sharing, which is currently under review by its Contracting Parties, this book is well-timed to examine recent developments in the field and guide the current review process to design a truly Global Seed Commons.

Food Sovereignty is the new policy framework proposition for the governance of food and agriculture. It embraces policies not only for localising the control of production and markets, but also for the Right to Food, people's access to andcontrol over land, water and genetic resources, and for promoting the use of environmentally sustainable approaches to production. It addresses the current problems of hunger and malnutrition, as well as rural poverty, that have become a priority challenge for international policy. The latest FAO figures show the number of chronically hungry in developing countries has been increasing over the last decade at a rate of almost 5 million per year - from 800 million to 852 million. Yet the rules that govern food and agriculture at all levels - local, national and international - are designed a priori to facilitate not local production and consumption, but international trade.In this Practical Action Working Paper , Michael Windfuhr shows how the Food Sovereignty policy framework has developed to address this dilemma, what the basic assumptions are, analyses how Food Sovereignty relates to the currentproblems in rural and agricultural policies and discusses possible policy constraints to its adoption. What emerges is a persuasive and highly political argument for refocusing the control of food production and consumption within democratic processes rooted in localized food systems.
Community seed banks first appeared towards the end of the 1980s, established with the support of international and national non-governmental organizations. This book is the first to provide a global review of their development and includes a wide range of case studies. Countries that pioneered various types of community seed banks include Bangladesh, Brazil, Ethiopia, India, Nepal, Nicaragua, the Philippines and Zimbabwe. In the North, a particular type of community seed bank emerged known as a seed-savers network. Such networks were first established in Australia, Canada, the UK and the USA before spreading to other countries. Over time, the number and diversity of seed banks has grown. In Nepal, for example, there are now more than 100 self-described community seed banks whose functions range from pure conservation to commercial seed production. In Brazil, community seed banks operate in various regions of the country. Surprisingly, despite 25 years of history and the rapid growth in number, organizational diversity and geographical coverage of community seed banks, recognition of their roles and contributions has remained scanty. The book reviews their history, evolution, experiences, successes and failures (and reasons why), challenges and prospects. It fills a significant gap in the literature on agricultural biodiversity and conservation, and their contribution to food sovereignty and security.

The UN's Sustainable Development Goals saw the global community agree to end hunger and malnutrition in all its forms by 2030. However, the number of chronically undernourished people is increasing continuously. Ongoing climate change and the action needed to adapt to it are very likely to aggravate this situation by limiting agricultural land and water resources and changing environmental conditions for food production. Climate change and the actions it requires raise questions of justice, especially regarding food security. These key concerns of ethics and justice for food security due to climate change challenges are the focus of this book, which brings together work by scholars from a wide range of disciplines and a multitude of perspectives. These experts discuss the challenges to food security posed by mitigation, geoengineering, and adaptation measures that tackle the impacts of climate change. Others address the consequences of a changing climate for agriculture and food production and how the Covid-19 pandemic has affected food security and animal welfare.
