The right to self-determination is renowned for its lack of clear interpretation. Broadly speaking, one can differentiate between a 'classic' and a 'romantic' tradition. In modern international law, the balance between these two opposing traditions is sought in an attempt to contain or 'domesticate' the romantic version by limiting it to 'abnormal' situations, that is cases of 'alien subjugation, domination and exploitation'. This book situates Russia's engagement with the right to self-determination in this debate. It shows that Russia follows a distinct approach to self-determination that diverges significantly from the consensus view in international state practice and scholarship, partly due to a lasting legacy of the former Soviet doctrine of international law. Against the background of the Soviet Union's role in the evolution of the right to self-determination, the bulk of the study analyses Russia's relevant state practice in the post-Soviet space through the prisms of sovereignty, secession, and annexation. Drawing on analysis of all seven major secessionist conflicts in the former Soviet space and a detailed study of Russian sources and scholarship, it traces how Russian engagement with self-determination has changed over the past three decades. Ultimately, the book argues that Russia's approach to the right of peoples to self-determination should not only be understood in terms of power politics disguised as legal rhetoric but in terms of a continuously assumed regional hegemony and exceptionalism, based on balance-of-power considerations.
Over the past few decades states all around the globe have intensified institutionalized cooperation at the regional level. To deepen our understanding of state-led regionalism, the authors use an analytical framework comprising four main strands. First, they describe and explain the genesis and growth of regional organizations. Second, they account for institutional design, looking at important similarities and differences. Third, they examine the interaction between organizations and member states in an attempt to reveal factors that shape the level of commitment to and compliance with regional initiatives. This book provides a detailed analysis of the evolution of Russia’s security policy. Based on extensive original research, including an analysis of official documents, political and military elite speeches, interviews, and reports, and considering the subject from the early twentieth century onwards, the book evaluates how far Russia’s security policy is underpinned by “strategic asymmetry” – the acceptance by Russia of its inferior military position, and the pursuit of its strategic aims through the application of a variety of methods, military and non-military, including the manipulation of public opinion, the use of economic leverage and external security approaches - known as Russia’s “hybrid war operations” - to gain the advantage over a militarily and economically superior adversary. The book discusses how Russia’s security policy has been and is being applied in specific cases, including the present war in Ukraine, the Russian anti-satellite program and Russia’s contemporary Afghan policy. The aim of the book is to explain how and why Russia uses different security strategies and methods using these three cases.
Despite growing scholarly interest in the EU’s flagship policy towards its Eastern and Southern neighbours, serious attempts at theory-building on the European Neighbourhood Policy (ENP) have been largely absent from the academic debate. This book aims at contributing to fill this research gap in a three-fold manner: first and foremost it aims at theorizing the ENP as such, explaining the origins, development and effectiveness of this policy. Building on this effort, it also pursues the broader objective of addressing certain shortcomings in EU external relations theory, and even beyond, in International Relations theory. Finally, it aspires to provide new insights for European policy-makers. It is one of the first volumes to provide different theoretical perspectives on the ENP by revisiting and building bridges between mainstream and critical theories, stimulating academic and policy debates and thus setting a novel, less EU-centric research agenda. In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
