Government has been radically transformed over the past few decades. These transformations have been mirrored in, and often prefigured by, changes in the governance of security - mentalities, institutions, technologies and practices used to promote secure environments. This book traces the nature of these governmental changes by looking at security. It examines a variety of related questions, including: * What significant changes have occurred in the governance of security? * What implications do these changes have for collective life? * What new imaginings may be needed to reshape security? * What ethical factors need to be considered in formulating such new imaginings? The authors conclude bringing together descriptive, explanatory and normative considerations to access how justice can be conceived within the governance of security.
The increasing reliance on private security services raises questions about the effects of privatization on the quality of public police forces, particularly in high-crime, low-income areas. In an effective pro-and-con format, two experts on policing offer two strikingly different perspectives on this trend towards privatization. In the process, they provide an unusually thoughtful discussion of the origins of both the public police and the private security sectors, the forces behind the recent growth of private security operations, and the risks to public safety posed by privatization. In his critique of privatization, Peter K. Manning focuses on issues of free market theory and management practices such as Total Quality Management that he believes are harmful to the traditional police mandate to control crime. He questions the appropriateness of strategies that emphasize service to consumers. For Brian Forst, the free market paradigm and economic incentives do not carry the same stigma. He argues that neither public nor private policing should have a monopoly on law enforcement activities, and he predicts an even more varied mix of public and private police activities than are currently available. Following the two main sections of the book, each author assesses the other's contribution, reflecting on not just their points of departure but also on the areas in which they agree. Security Governance, Policing, and Local Capacity explores an experiment that took place in Zwelethemba—located in South Africa’s Western Cape Province—to establish legitimate and effective nonstate security governance within poor urban settlements. There has been, and continues to be, much reticence to endorsing private forms of security governance that operate outside of state institutions within local communities. Those initiatives have often led to situations where force is used illegally and punishment is dispensed arbitrarily and brutally. This book explores the extent to which this model of mobilizing local knowledge and capacity was able to effectively achieve justice, democracy, accountability, and development in this region. Whenever possible, the book includes raw data and a thorough analysis of existing information on security governance. Examining this case and its outcome, the authors provide a theoretical analysis of the model used and present a series of design principles for future applications in local security governance. The book concludes that poor communities are a significant source of untapped resources that can, under certain conditions, be mobilized to significantly enhance safety. This volume is an important examination of experimental models and a presentation of new groundbreaking theory on engaging the local community in solving security governance problems.
This edited volume analyses the global making of security institutions and practices in our postcolonial world. The volume will offer readers the opportunity to gain a deeper understanding of the global making of how security is thought of and practiced, from US urban policing, diaspora politics and transnational security professionals to policing encounters in Afghanistan, Palestine, Colombia or Haiti. It critically examines and decentres conventional perspectives on security governance and policing. In doing so, the book offers a fresh analytical approach, moving beyond dominant, one-sided perspectives on the transnational character of security governance, which suggest a diffusion of models and practices from a ‘Western’ centre to the rest of the globe. Such perspectives omit much of the experimenting and learning going on in the (post)colony as well as the active agency and participation of seemingly subaltern actors in producing and co-constituting what is conventionally thought of as ‘Western’ policing practice, knowledge and institutions. This is the first book that studies the truly global making of security institutions and practices from a postcolonial perspective, by bringing together highly innovative, in-depth empirical cases studies from across the globe. It will be of particular interest to students and scholars interested in International Relations and Global Studies, (critical) Security Studies, Criminology and Postcolonial Studies.
In the post-Cold War era anarchic conditions within sovereign states have repeatedly posed serious and intractable challenges to the international order. Nations have been called upon to conduct peace operations in response to dysfunctional or disintegrating states (such as Somalia, Haiti, and the former Yugoslavia). Among the more vigorous therapies for this kind of disorder is revitalizing local public security institutions --the police, judiciary, and penal system. This volume presents insights into the process of restoring public security gleaned from a wide range of practitioners and academic specialists.
Security matters to health. Crime victimization causes death, injury and illness. Injury or death is an occupational hazard for police. The criminal justice system causes injury and illness in the course of attempting to punish and deter crime. Policing policies and practices can have a significant impact on the ability of other public and private agencies to successfully implement health interventions. Police themselves routinely deal with people who have serious health needs, and even on occasion are the primary agents implementing health interventions. The health consequences of law enforcement are far from trivial, making it important for health to be integrated as a matter of concern into criminological research and law enforcement practice. The link between health and policing, and the significance of health outcomes, should be more fully accepted in criminology. Likewise, the governance of security is an important matter for public health research and practice.If health outcomes are seen as an important product of security arrangements, conventional policing can be reconfigured to reduce negative health consequences and promote positive ones. There are, however, limits to the extent that state-centered policing can be expected to change. The theory of nodal governance and the programmatic work of innovators in the quot;governance of securityquot; movement offer useful insights into the coordination of health and security outside the state-centered policing framework. Experience with both health and security-based schemes shows the promise of quot;microgovernancequot; strategies that promote health and security by mobilizing local knowledge and capacity among poor people with historically poor relations with conventional police systems. Serious practical and theoretical questions can be raised about the long-term prospects of these strategies, particularly the capacity of small groups of poor people to manage events flowing from more generalized and more powerful sources. While valid in some respects, however, such criticism misses the quot;democratic experimentalismquot; as the heart of the governance of security approach.
