Michael Dillon traces the roots of desire for security to the metaphysical desire for certitude, and points out that our way of seeking that security is embedded in 20th century technology, thus resulting in a global crisis. Andrew W. Neal argues that while 'security' was once an anti-political 'exception' in liberal democracies - a black box of secret intelligence and military decision-making at the dark heart of the state - it has now become normalised in professional political life. This represents a direct challenge to critical security studies debates and their core assumption that security is a kind of illiberal and undemocratic 'anti-politics'. Using archival research and interviews with politicians, Neal investigates security politics from the 1980s to the present day to show how its meaning and practice have changed over time. In doing so, he develops an original reassessment of the security/politics relationship.
Security and development matter: they often involve issues of life and death and they determine the allocation of truly staggering amounts of the world’s resources. Particularly since the start of the wars in Afghanistan and Iraq, there has been momentum in policy circles to merge the issues of security and development to attempt to end conflicts, create durable peace, strengthen failing states, and promote the conditions necessary for people to lead healthier and more prosperous lives. In many ways this blending of security and development agendas seems admirable and designed to produce positive outcomes all around. However, it is often the case that the two concepts in combination do not receive equal weight, with security issues getting priority over development concerns. This is not desirable and actually undermines security in the longer term. Moreover, there are major challenges in practice when security practitioners and development practitioners are asked to agree on priorities and work together. Security and Development in Global Politics illuminates the common points of interest but also the significant differences between security and development agendas and approaches to problem solving. With insightful chapter pairings—each written by a development expert and a security analyst—the book explores seven core international issues: aid, humanitarian assistance, governance, health, poverty, trade and resources, and demography. Using this comparative structure, the book effectively assesses the extent to which there really is a nexus between security and development and, most importantly, whether the link should be encouraged or resisted.
This book examines new and challenging political aspects of cyber security and presents it as an issue defined by socio-technological uncertainty and political fragmentation. Structured along two broad themes and providing empirical examples for how socio-technical changes and political responses interact, the first part of the book looks at the current use of cyber space in conflictual settings, while the second focuses on political responses by state and non-state actors in an environment defined by uncertainties. Within this, it highlights four key debates that encapsulate the complexities and paradoxes of cyber security politics from a Western perspective – how much political influence states can achieve via cyber operations and what context factors condition the (limited) strategic utility of such operations; the role of emerging digital technologies and how the dynamics of the tech innovation process reinforce the fragmentation of the governance space; how states attempt to uphold stability in cyberspace and, more generally, in their strategic relations; and how the shared responsibility of state, economy, and society for cyber security continues to be re-negotiated in an increasingly trans-sectoral and transnational governance space. This new textbook seeks to explain how US defense and national security policy is formulated and conducted. The focus is on the role of the President, Congress, political partisans, defense industries, lobbies, science, the media, and interest groups, including the military itself, in shaping policies. It examines the following key themes: US grand strategy; who joins America's military; how and why weapons are bought; the management of defense; public attitudes toward the military and casualties; the roles of the President and the Congress in controlling the military; the effects of 9/11 on security policy, homeland security, government reorganizations, and intra- and inter-service relations. The book shows how political and organizational interests determine US defense policy, and warns against the introduction of centralising reforms. In emphasizing the process of defense policy-making, rather than just the outcomes of that process, this book signals a departure from the style of many existing textbooks.
Across the globe, from mega-cities to isolated resource enclaves, the provision and governance of security takes place within assemblages that are de-territorialized in terms of actors, technologies, norms and discourses. They are embedded in a complex transnational architecture, defying conventional distinctions between public and private, global and local. Drawing on theories of globalization and late modernity, along with insights from criminology, political science and sociology, Security Beyond the State maps the emergence of the global private security sector and develops a novel analytical framework for understanding these global security assemblages. Through in-depth examinations of four African countries – Kenya, Nigeria, Sierra Leone and South Africa – it demonstrates how global security assemblages affect the distribution of social power, the dynamics of state stability, and the operations of the international political economy, with significant implications for who gets secured and how in a global era.
