Timely and pathbreaking, Securing the Peace is the first book to explore the complete spectrum of civil war terminations, including negotiated settlements, military victories by governments and rebels, and stalemates and ceasefires. Examining the outcomes of all civil war terminations since 1940, Monica Toft develops a general theory of postwar stability, showing how third-party guarantees may not be the best option. She demonstrates that thorough security-sector reform plays a critical role in establishing peace over the long term. Much of the thinking in this area has centered on third parties presiding over the maintenance of negotiated settlements, but the problem with this focus is that fewer than a quarter of recent civil wars have ended this way. Furthermore, these settlements have been precarious, often resulting in a recurrence of war. Toft finds that military victory, especially victory by rebels, lends itself to a more durable peace. She argues for the importance of the security sector--the police and military--and explains that victories are more stable when governments can maintain order. Toft presents statistical evaluations and in-depth case studies that include El Salvador, Sudan, and Uganda to reveal that where the security sector remains robust, stability and democracy are likely to follow. Based on the joint efforts of Israelis, Jordanians, and Palestinians, in conjunction with economists from Harvard and the Massachusetts Institute of Technology, this book describes a cohesive plan for an integrated Middle East economy. It specifies actions and studies in areas where there are pressing and important issues, and where rapid progress is possible. Specifically, the plan assumes Palestinian economic sovereignty in the West Bank and Gaza. It calls for a market-driven economy and free trade among the three economies, and regional projects to further develop shared interests. Additional recommendations call for the Palestinians to take over the existing Civil Administration in the West Bank and Gaza, expansion of the financial sector, and removal of the restrictions on Palestinian employment in Israel to allow as many as 100,000 Palestinians to work there.
Does power sharing bring peace? Policymakers around the world seem to think so. Yet, while there are many successful examples of power sharing in multi-ethnic states, such as Switzerland, South Africa and Indonesia, other instances show that such arrangements offer no guarantee against violent conflict, including Rwanda, Yugoslavia, Zimbabwe and South Sudan. Given this mixed record, it is not surprising that scholars disagree as to whether power sharing actually reduces conflict. Based on systematic data and innovative methods, this book comes to a mostly positive conclusion by focusing on practices rather than merely formal institutions, studying power sharing's preventive effect, analyzing how power sharing is invoked in anticipation of conflict, and by showing that territorial power sharing can be effective if combined with inclusion at the center. The authors' findings demonstrate that power sharing is usually the best option to reduce and prevent civil conflict in divided states.

The first section of the book discusses perspectives in realist security studies, the second part covers perspectives critical of realism. The author's goal is to assess whether any of the perspectives found in nonrealist security studies are capable of undermining realism. His conclusion is that each theoretical perspective has its strengths and weaknesses, leaving eclecticism as the best way to understand the region's dynamics.
Securitizing Youth offers new insights on young people’s engagement in a wide range of contexts related to the peace and security field. It presents empirical findings on the challenges and opportunities faced by young women and men in their efforts to build more peaceful, inclusive, and environmentally secure societies. The chapters included in this edited volume examine the diversity and complexity of young people’s engagement for peace and security in different countries across the globe and in different types and phases of conflict and violence, including both conflict-affected and relatively peaceful societies. Chapter contributors, young peacebuilders, and seasoned scholars and practitioners alike propose ways to support youth’s agency and facilitate their meaningful participation in decision-making. The chapters are organized around five broad thematic issues that correspond to the 5 Pillars of Action identified by UN Security Council Resolution 2250. Lessons learned are intended to inform the global youth, peace, and security agenda so that it better responds to on-the-ground realities, hence promoting more sustainable and inclusive approaches to long-lasting peace.
Preventing humanitarian atrocities is becoming as important for the United Nations as dealing with inter-state war. In this book, Ramesh Thakur examines the transformation in UN operations, analysing its changing role and structure. He asks why, when and how force may be used and argues that the growing gulf between legality and legitimacy is evidence of an eroded sense of international community. He considers the tension between the US, with its capacity to use force and project power, and the UN, as the centre of the international law enforcement system. Liberal democracies very rarely fight wars against each other, even though they go to war just as often as other types of states do. John M. Owen IV attributes this peculiar restraint to a synergy between liberal ideology and the institutions that exist within these states. Liberal elites identify their interests with those of their counterparts in foreign states, Owen contends. Free discussion and regular competitive elections allow the agitations of the elites in liberal democracies to shape foreign policy, especially during crises, by influencing governmental decision makers. Several previous analysts have offered theories to explain liberal peace, but they have not examined the state. This book explores the chain of events linking peace with democracies. Owen emphasizes that peace is constructed by democratic ideas, and should be understood as a strong tendency built upon historically contingent perceptions and institutions. He tests his theory against ten cases drawn from over a century of U.S. diplomatic history, beginning with the Jay Treaty in 1794 and ending with the Spanish-American War in 1898. A world full of liberal democracies would not necessarily be peaceful. Were illiberal states to disappear, Owen asserts, liberal states would have difficulty identifying one another, and would have less reason to remain at peace.
Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. This agenda is a significant international normative and policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes, and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. Implementation within and across states and international organizations - and within peace and security operations - has been slow despite significant transnational advocacy in support of the WPS agenda. The Oxford Handbook of Women, Peace, and Security brings together scholars, advocates, and policymakers to provide an overview of what we know concerning what works to promote women's participation in peace and security, what works to protect women and girls from sexual and gender-based violence and other human rights violations, and what works to prevent conflict drawing on women's experiences and knowledge of building peace from local to global levels. Just as importantly, it addresses the gaps in knowledge on and the future direction of scholarship on WPS. The handbook particularly aims to build on the findings from the 2015 Global Study of Resolution 1325, commissioned by the UN-Secretary General. Over the course of six sections, the handbook addresses the concepts and early history behind WPS; the theory and practice of WPS; international institutions involved with the WPS agenda; the implementation of WPS in conflict prevention, peace operations, peace building, arms control, human-rights protection, and protection of civilians; connections between WPS and other UN resolutions and agendas; and the ongoing and future challenges of WPS.

This book studies the processes which lead to explosion of civil strife and tries to spell out the policy options available to address the challenges faced by post-conflict economies. It calls for a more integrated policy approach which can gradually repair trust in public institutions as it addresses the vulnerabilities and grievances that helped start the process. Usually, such societies do not have the luxury of meeting the goals of security, reconciliation and development in a measured or sequenced manner: to avoid an immediate return to violence they must begin the recovery process on all fronts simultaneously.
