This report is the result of the meetings of a study group organized by the Commonwealth Parliamentary Association with some participation by the World Bank. The members of the study group are members of public accounts committees, or PACs, in Australia, Botswana, Canada, India, Jamaica, Papua New Guinea, Singapore, and the UK. The aim of the group was to assess the operation of PACs and define their role in promoting good government, with consideration of issues that include accountability, PAC organization, problems peculiar to smaller legislatures, international cooperation, and information exchange. Between 1939 and 1946 BOAC (the British Overseas Airways Corporation) was the nationalised airline of Great Britain - and between 1946 and 1974 as such it exclusively operated all long-haul British flights. With its iconic 'Speedbird' logo and its central role in the glamorous 'jet age' of the 1950s and 1960s, BOAC achieved a near cult-status with admirers around the globe. Yet, to date there has been no comprehensive history of the organisation, covering its structure, fleet and the role it played in the critical events of the age - from World War II to the end of empire, a period when BOAC played a pivotal part in projecting British political power, even as that power was waning. During World War II, BOAC operated a limited wartime service and prepared for the return of commercial flight in the postwar era. For many years, stroke was viewed as an inevitable consequence of getting old. For stroke patients there seemed little to be done, except making them more comfortable.Things have begun to change, moving towards better treatment and care for stroke through specialist services and key interventions, such as stroke units, immediate scanning, thrombolysis and Early Supported Discharge.The publication of the NAO report 'Reducing Brain Damage: Faster Access to Better Stroke Care (HC 452)' in November 2005 highlighted how these developments can improve the efficiency and effectiveness of stroke care. This book makes a new approach to Canadian politics, from the administrative side. It provides, first, a description of the evolution and structure of the administrative machine which, with few fundamental changes, still serves the Canadian nation, and in the process it attempts to acknowledge and appraise the hitherto unsung contributions of the public servant to the welfare of a pioneer community. A second objective is to disclose the presence in the pioneer public service of certain basic administrative issues which today still rise to perplex both the student and practitioner of public administration. And, finally, this study reveals a neglected aspect of the winning of responsible government in Canada—the author contends that the recognition of the constitutional principle on the political level, did not, in fact, coincide with its practical implementation at the administrative level. As Dr. R. MacGregor Dawson points out in his Foreword, "Few students, on suspects, appreciate how great has been the influence of the permanent officials in the years before Confederation, nor do they have an adequate comprehension of the degree to which administrative decisions of those days, both by Ministers and officials, determined many of the present practices.
