Yvon Chotard a attendu un an, après le rejet de son rapport sur la réforme de la Sécurité sociale par le Conseil économique et social (par une voix de majorité), pour faire connaître – publiquement - son point de vue. Comment sauver la Sécurité sociale ? Le remède est simple, il faut responsabiliser chacun : les assurés, les médecins, les hospitaliers, les retraités, les caisses, les syndicats de salariés, le patronat, l'administration et les assemblées parlementaires. Pour responsabiliser tout le monde, il faut distinguer les dépenses de solidarité nationale - qui doivent être payées par tous - des autres dépenses de solidarité, qui doivent être payées par les intéressés. Un nouveau mode de financement sera nécessaire, pour que le système soit plus juste. Mais cela exige un transfert de compétence : la responsabilité de la Sécurité sociale doit être rendue aux partenaires sociaux, actifs et retraités. Si cette réforme n'intervient pas rapidement, notre système, l'un des meilleurs du monde, s'effondrera. Yvon Chotard démontre qu'on peut encore le sauver.
The conference of the European Institute for social security, on the social security and the economic crisis, prepared by its Colloque, held in Tole do in 1981, was held from the 30th of September untill the 2nd of October in Zoetermeer, the Netherlands. The Yearbook 1982 contains the reports presented at the Conference in Zoetermeer, which was opened by the Dutch Minister of Social Affairs and Employment, L. de Graaf. The Conference had before it ten national reports and seven synthesis reports (Paul 0 'Higgins, Benefits in general; Jan Pierik, Financing; Winfried Schmahl, Pensions; Yves Saint Jours, Health; Pasquale Sandulli, Unemployment; Martin Partington, Minimum income and family allowances; Jef van Langendonck, Social Security and Economic Insecurity). Most unfortunately Paul O'Higgins did not deliver the written text of his report and we regret that for that reason, we cannot include his report in this yearbook. The Conference, which got the hospitality of the Dutch Social Security Council in Zoetermeer, was very well organised and financed by the Dutch social security institutions and the Ministry of Social Affairs and Employment. The Institute wants to express its sincere gratitude to Mr. J. Oosterhuis and his collegues and to the ladies of the secretariat Annemie Dancot, Jose Goes, Joke Torenburg and Lisette Veldkamp.
In addition to long-term demographic trends, European social security systems face new challenges as a result of increased global competition and an international banking system focused on short-term financial gain. This report therefore explores new ways for European policy makers and institutions to make social security systems more sustainable. It investigates ways to achieve short and long-term financial viability.
