Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. We are committed to defending and enhancing these shared values.China's economic, political, and military rise is one of the defining elements of the 21st century. Today, the Indo-Pacific increasingly is confronted with a more confident and assertive China that is willing to accept friction in the pursuit of a more expansive set of political, economic, and security interests. This collaborative work brings together international lawyers and political scientists to explore whether and how the retreat of the US, and the simultaneous rise of China, affect the dynamics of multilateralism to which the EU claims to adhere. Over the past five years, the Indo-Pacific region's importance for Europe has grown significantly. However, the launch of the EU Strategy for cooperation in the Indo-Pacific in September 2021 and its subsequent implementation have been affected by growing polarisation between the US and China, and by a fast-changing scenario caused by the Russian invasion of Ukraine. This Report examines the state and perspectives of the EU's Indo-Pacific strategy, 18 months after its launch. Are there avenues for cooperation with regional military initiatives, such as the QUAD? How is the economic landscape changing, in particular after the start of negotiations for the Indo-Pacific Economic Framework for Prosperity (IPEF)? What are the main strategies of Indo-Pacific countries for the green transition? And how do the US, China, and ASEAN countries view and act in the Indo-Pacific region?
This book is concerned with both the national security concerns of Asian maritime nations and the security of the Asian maritime commons. These are defined as the Pacific and Indian Oceans and associated seas, bays, and gulfs, with their included sea lines of communication (SLOCs). The most useful geographical designation for maritime Asia is the “Indo-Pacific.” Bernard Cole provides both a survey of the maritime strategies of the primary nations of the Indo-Pacific region and an evaluation of the domestic and international politics that drive those strategies. The United States, Canada, Russia, Japan, North Korea, South Korea, China, the Philippines, Brunei, Indonesia, Vietnam, Singapore, Malaysia, Myanmar, India, Pakistan, Iran, the smaller Indian Ocean and Persian Gulf states are all surveyed and analyzed. The United States, Japan, China, and India not surprisingly draw the most attention, given their large modern navies and distant strategic reach. The author concludes that the United States remains the dominant maritime power in this huge region, stretching from Canada to the Persian Gulf, despite its lack of a traditionally strong merchant marine. U.S. maritime power remains paramount, due primarily to its dominant navy. The Chinese naval modernization program deservedly receives a good deal of public attention, but Cole argues that on a day-to-day basis the Japanese Maritime Self-Defense Force, as its navy is named, is the most powerful maritime force in Far Eastern waters, while the modernizing Indian Navy potentially dominates the Indian Ocean. In fact, a focus of this work is the exemplary description of all the region’s navies, with the author noting the naval arms race that is underway, particularly in the area of submarine acquisition. Cole is careful to couch this phenomenon in the regional concerns about Chinese naval expansion and the desire to ensure a continued, massive U.S. naval presence. The current naval developments in the region evince elements of a naval arms race, but lack the coherent maritime strategies to make naval developments dangerous to regional peace and security. Most telling will be whether United States power and focus remain on the region, while adjusting to continued Chinese maritime power in a way acceptable to both nations. No other current or recent work provides such a complete description of the Indo-Pacific region’s navies and maritime strategies, while analyzing the current and future impact of those forces.
The Indian Ocean, with its critical routes for global commerce, is a potentially volatile location for geopolitical strife. Even as the region’s role in the international economy and as a highway to conflict zones increases, the US has failed to advance a coherent strategy for protecting its interests in the Indian Ocean or for managing complex diplomatic relationships across the region. The Indian Ocean and US Grand Strategy presents a range of viewpoints about whether and how the US should alter its diplomatic and military strategies for this region. China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.
Southeast Asia is rapidly becoming a competitive space for geopolitical rivalries. The growth in China-U.S. strategic competition is creating deep anxiety among Southeast Asia leaders, China's rising power is felt across every corner of Southeast Asia, and many leaders are worried about the long-term implications of rising Chinese influence in the region. The United States' increasingly assertive approach towards China is welcomed by some governments, but the growth in tensions is creating deep anxiety about a possible new Cold War. How can the region prevent a repeat of the divisions and bitter rivalries of the previous Cold War? This book argues that Southeast Asia is emerging as an open, autonomous region, where small and middle powers can maintain their sovereignty and shape the regional order. Despite new superpower pressures, the region is moving towards a multi-polar order, with greater agency for Southeast Asian countries. The key to Southeast Asia's future may be other external powers – particularly Japan, Australia, India, and Europe – who can provide ASEAN governments with more diverse partnerships, enabling them to avoid the bipolar blocs of superpower rivalries. The book argues that external partners are helping to shape the geopolitical order by supporting ASEAN leadership and diluting the influence of great powers. Southeast Asian countries also have remarkable capacity to manage asymmetrical relations and balance external powers. The book describes the region's history of managing great power relations, drawing on historical and contemporary cases. By examining the dynamics between Southeast Asia and external powers, the book predicts that the region's future will look entirely different from its Cold War past.
