Russia is in precipitous decline, which is unlikely to be reversed. This conclusion, based on the research of Russian and American experts, constitutes the bottom line of The Jamestown Foundation's project, Russia in Decline. Moreover, the tempo of Russia's decay is accelerating across virtually every fragment of its politics, economy, society and military, which renders Russia a poor candidate to survive globalization, let alone claim the mantle of a Great Power. This small volume details why Russia's spiraling into decline and disarray should keep strategists awake at night. It should also alert foreign policy, security and military planners, for whom Russia's decline will necessarily become the leitmotif of informed planning.
This study is intended for non-Russian researchers wanting to get familiar with the education system of the Russian Federation and more generally for all those involved in education and education policy. It does not represent exhaustive information on the Russian education system and all problems and challenges existing there, but briefly describes its main features. The report has the following structure. The opening chapter provides an overview of the education system in Russia and briefly reviews the most evident emergent trends. Chapters two through five are devoted to description of education system by level. The chapters are arranged by ascending order of educational level and each chapter's present information in a progression from the most general to the most specific. First, data on the current state of education system is provided. They characterize the human and financial resources allocated to education; describe the network of educational institutions across the country, and show regional disparities of spending on education. Next in each section key problems and challenges are examined; the focus is mainly made on access to and quality of educational services. Third, information on recent and ongoing reforms in the education sphere addresses each subsector separately and defines features typical for each of them. Fourth, there is discussion of policy options and analysis of what can be improved in the Russian education sphere. Finally, section six is devoted to lifelong learning. First, the section focuses on the condition of and development trends in lifelong learning. Then it examines the state of policy, staff training including financing and coverage, and learning for socially deprived groups of people. The section concludes with policy options and possible measures for improvement.
This report responds to pressing questions for policymakers in Eurasian cities and national governments. Faced with changing economic circumstances and a reorientation of trade toward Europe and Asia, will Eurasia's cities be able to adjust? Will some cities be granted the flexible regulations and supportive policies necessary for growth? And will some be permitted to shrink and their people assisted in finding prosperity elsewhere in the region? Even as Eurasian cities diverge, they face shared challenges. Policymakers have a key role in assisting spatial restructuring, particularly in addressing imperfect information and coordination failures. They can do so by rethinking cities, better planning them, better connecting them, greening them and finding new ways to finance these changes. Eurasian cities will also have to find the right balance between markets and institutions to become sustainable. As the World Development Report 2009: Reshaping Economic Geography illustrates, Eurasia (excluding Russia) is a 3D region- a region with low density, long distance, and many divisions. Securing accessibility to leading regional markets such as China, India, and Russia is thus critical. This will require key institutions to be developed to unite the countries, key connective infrastructures to be established between domestic and regional markets, and targeted interventions to be undertaken to compensate countries for short-term losses from this deepened economic integration. Policymakers at the highest levels in these countries should put accessibility at the top of their agendas.

China¿s Belt and Road (BRI) Initiative was announced by Chinese President Xi Jinping in September 2013 at Nazarbayev University. It is therefore natural that, for its launch, the NAC-NU Central Asia Studies Program, in partnership with GW¿s Central Asia Program, seeks to disentangle the puzzle of the BRI Initiative and its impact on Central Asia. Selected from over 130 proposals, the papers brought together here offer a complex and nuanced analysis of China¿s New Silk Road project: its aims, the challenges facing it, and its reception in Central Asia. Combining methodological and theoretical approaches drawn from disciplines as varied as economics and sociology, and operating at both micro and macro levels, this collection of papers provides the most up-to-date research on China¿s BRI in Central Asia. When local author Dane Starbuck set out several years ago to write the biography of Pierre Goodrich, scion of one of Indiana's most prominent twentieth-century families, he soon discovered that it was impossible to really understand Pierre Goodrich without also closely examining his family. Starbuck's years of research culminated in The Goodriches: An American Family, now available from Liberty Fund. This work is a revealing window into the founding ideals of both Indiana and our country, and how our founders meant these ideals to be lived. The Goodriches: An American Family begins with the birth of James P. Goodrich in 1864 and continues through the death of his son Pierre F. Goodrich in 1973. As the story of two fascinating and fiercely individualistic men, it is compelling reading, but as author Dane Starbuck says in the preface, ''the later chapters of this book are as much a social commentary on American life in the twentieth century as parts of a biography of two accomplished men." In his foreword to The Goodriches: An American Family, James M. Buchanan, Nobel laureate in economics and celebrated Liberty Fund author, says, "The Indiana Goodriches are an American family whose leading members, James and Pierre, helped to shape the American century. . . . This biography makes us recognize what is missing from the millennial setting in which we find ourselves. We have lost the 'idea of America, ' both as a motivation for action and as a source of emotional self-confidence. We have lost that which the Goodriches possessed." What did the Goodrich family "possess" which made them so unique? A belief in the power of knowledge, the importance of education, and a strong work ethic combined to imbue the Goodrich family with a distinctive sense of civic duty. James Goodrich served as governor of Indiana from 1917 to 1921 and as adviser to Presidents Warren G. Harding, Calvin Coolidge, and Herbert Hoover. During his eulogy of James Goodrich, the Reverend Gustav Papperman explained, "The Governor felt that he had been given talents that were a trust, that he was to administer them faithfully. . . ." According to author Dane Starbuck, "Education was a large part of the Goodriches' work ethos. . . . The family viewed education as a process by virtue of which the individual remained informed, made better business decisions, learned the importance of citizenship, and was given an opportunity for individual self-improvement. Therefore, work and education became the centerpieces of the Goodrich family's ethical and practical life." In later years, Pierre Goodrich, successful businessman and entrepreneur, would set aside a portion of his estate to found Liberty Fund because he believed that the principles of liberty on which our nation was founded need to be constantly kept before the public.
