The development aid community has placed a great deal of emphasis on the need for rural mobility in Sub-Saharan Africa (SSA). Thus far, most development partners and governments in SSA have relied on two overarching assumptions when dispensing transport aid that most households in rural areas in Africa are not connected to markets and therefore need a road passable for a truck, and that roads with high levels of service are crucial in order to achieve high economic impact. Based on data collection from various sources in three SSA countries, 'Rural Road Investment Efficiency' demonstrates that from a cost-benefit perspective, the additional cost of extending an all-weather road two more kilometers to the farmer s door outweigh the benefits in most cases. 'Rural Road Investment Efficiency' seeks to enhance the effectiveness of aid allocated for rural transport in SSA and calls into question the need for full implementation of all benchmarks set forth in the Rural Access Index (RAI) in SSA. This book will be an essential reference for government supervisory authorities and infrastructure experts throughout the region.

This publication, produced by FAO and Zhejiang University, examines how rural e-commerce could advance the digital transformation of agri-food systems, including increasing production efficiency, expanding farmers’ market access, improving poverty alleviation, fostering agricultural entrepreneurship, and attracting young generations back to their villages for economic revival and rural revitalization. It is highlighted that an enabling ecosystem with favourable government policies and strategies, public-private partnerships and innovative business models is of great importance to accelerate the development of rural areas in China, and generate larger economic, social and environmental impacts. As the largest developing country in the world, the experience of digital agriculture transformation in China could be shared with other developing countries. The report also discusses some of the challenges encountered and lessons learned during the development of rural e-commerce, as well as the proposals for the way forward.
"The author critically reviews the methods available for the ex-post counterfactual analysis of programs that are assigned exclusively to individuals, households, or locations. The discussion covers both experimental and non-experimental methods (including propensity-score matching, discontinuity designs, double and triple differences, and instrumental variables). Two main lessons emerge. First, despite the claims of advocates, no single method dominates; rigorous, policy-relevant evaluations should be open-minded about methodology. Second, future efforts to draw more useful lessons from evaluations will call for more policy-relevant measures and deeper explanations of measured impacts than are possible from the classic ("black box") assessment of mean impact. A change in the transport sector's current approach to selecting rural road investments is warranted. A proposed approach builds on some of the poverty-focused "hybrid" methods found in recent rural road appraisals, recognizing that an important share of the benefits to the poor from rural roads cannot be measured in monetary terms.
Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030. Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals—universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization—while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent.
World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.
