Sub-Saharan Africa has a long history of internal and international migratory movements. Migration patterns and dynamics from, to and between rural areas are profoundly differentiated across regions, and flows have considerably evolved over time. Yet, more recently, rural migration takes place in the unique situation of a major rural and urban demographic increase, which results in critical socio-economic and environmental challenges. In this context, intertwined migration drivers emerge and call for a better understanding of on-going dynamics. This working paper draws on a combination of literature review and data analysis, building on the results of the Atlas "Rural Africa in motion. Dynamics and drivers of migration South of the Sahara". This mixed approach is used to propose a conceptual framework based on past, current and future drivers of migration, then to examine observed patterns of rural migration and finally to discuss drivers’ characteristics and dynamics from case studies and existing datasets.

This book discusses migration and space-spanning social network relationships as normal realities of life in African societies. It offers an overview of the research landscape and introduces an agency-centered theoretical model that provides a conceptual framework for translocality. The authors Malte Steinbrink and Hannah Niedenführ plead for a translocal approach to social transformation, showing how the translocality of livelihoods is shaping the lives of half a billion people on the continent and impacting local conditions. Using an action-oriented approach, the book analyzes the effects of translocal livelihoods on diverse aspects of economic, environmental and social change in rural Sub-Saharan Africa. Contemporary discussions of Africa’s recent growth have largely interpreted such growth in terms of structural transformation, based mainly on national- and sectoral-level data. However, the micro-level processes driving this transformation are still unclear and remain the subject of debate. This collection provides a micro economic foundation for understanding the particular growth processes at work within the region’s rural areas, and in so doing provides important insights for policy action. The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. However, other features of Africa’s rural transformation are unique, and pose important challenges for development policy and planning. Together, the studies compiled in this volume provide an updated, evidence-based, and policy-relevant understanding of where African countries are in their developmental trajectories and the region’s prospects for achieving inclusive forms of development over the next several decades. While many people leave their homes as a result of conflict or poverty, others move under conditions of peace, political stability and development. A large share of international migrants originated from rural areas. It explores the drivers of migration, both international and internal, and aims to deepen our understanding of the interlinkages with agriculture, food security and rural development. This report assesses the impact of migration on countries of origin and destination, focusing on rural areas and the agricultural sector. It discusses how agricultural and social policies can address challenges and capitalize on opportunities created by migration trends.
The World Bank insists that the urban share of sub-Saharan Africa's population is rapidly increasing - this study shows that in many countries this is no longer true as migration strategies have adapted in response to economic andpolitical change. Circular migration, whereby rural migrants do not remain permanently in town, has particular significance in the academic literature on development and urbanization in Africa, often having negative connotations in southern Africanist studies due to its links with an iniquitous migrant labour system. Literature on other African regions often views circular migration more positively. This book reviews the current evidence about circular migration and urbanization in sub-Saharan Africa. The author challenges the dominant view that rural-urban migration continues unabated and shows that circular migration has continued and has adapted, with faster out-migration in the face of decliningurban economic opportunities. The empirical core of the book illustrates these trends through a detailed examination of the case of Zimbabwe based on the author's longstanding research on Harare. The political and economic changes in Zimbabwe since the 1980s transformed Harare from one of the best African cities to live in over this period to one of the worst. Harare citizens' livelihoods exemplify, in microcosm, the central theme of the book: the re-invention of circulation and rural-urban links in response to economic change. Deborah Potts is a Senior Lecturer in the Geography Department of King's College London. Amid rapid population growth, migration in sub-Saharan Africa has been increasing briskly over the last 20 years. Up to the 1990s, the stock of migrants—citizens of one country living in another country—was dominated by intraregional migration, but over the last 15 years, migration outside the region has picked up sharply. In the coming decades, sub-Saharan African migration will be shaped by an ongoing demographic transition involving an enlargement of the working-age population, and migration outside the region, in particular to advanced economies, is set to continue expanding. This note explores the main drivers of sub-Saharan African migration, focusing on migration outside the region, as this has greater global spillovers. It finds that the economic impact of migration for the region occurs mainly through two channels. First, the migration of young and educated workers—brain drain—takes a toll as human capital is already scarce in the region, although some recent studies suggest that migration may have also a positive effect—brain gain. Second, remittances represent an important source of foreign exchange and income in a number of sub-Saharan African countries, contribute to the alleviation of poverty, and help smooth business cycles.
"The migration of labor from rural to urban areas is an important part of the urbanization process in developing countries. Even though it has been the focus of abundant research over the past five decades, some key policy questions have not found clear answers yet. To what extent is internal migration a desirable phenomenon and under what circumstances? Should governments intervene and, if so, with what types of interventions? What should be their policy objectives? To shed light on these important issues, the authors survey the existing theoretical models and their conflicting policy implications and discuss the policies that may be justified based on recent relevant empirical studies. A key limitation is that much of the empirical literature does not provide structural tests of the theoretical models, but only provides partial findings that can support or invalidate intuitions and in that sense, support or invalidate the policy implications of the models. The authors' broad assessment of the literature is that migration can be beneficial or at least be turned into a beneficial phenomenon so that in general migration restrictions are not desirable. "Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own "green" or industrial revolutions, despite moderate urbanization. Africa's trajectory is very different than those of other developing regions, a main reason for which is the region's significant "youth bulge" and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education."
For African cities to grow economically as they have grown in size, they must create productive environments to attract investments, increase economic efficiency, and create livable environments that prevent urban costs from rising with increased population densification. What are the central obstacles that prevent African cities and towns from becoming sustainable engines of economic growth and prosperity? Among the most critical factors that limit the growth and livability of urban areas are land markets, investments in public infrastructure and assets, and the institutions to enable both. To unleash the potential of African cities and towns for delivering services and employment in a livable and environmentally friendly environment, a sequenced approach is needed to reform institutions and policies and to target infrastructure investments. This book lays out three foundations that need fixing to guide cities and towns throughout Sub-Saharan Africa on their way to productivity and livability.
