The Government of Rwanda continues to work to accelerate structural transformation to expand and diversify the country’s economy. High rural population density and small agricultural landholdings are driving workers from agricultural households to seek employment outside of farming. Using representative data on agricultural production and employment for rural households in Rwanda from 2022, this research evaluates the opportunities rural households have to diversify their labor portfolios. We find that, rather than nonfarm household enterprises developing to meet greater rural service and goods demand, agriculture wage labor is the dominant source of off-own-farm employment. However, such informal agricultural wage labor is seen as low-productivity work and is among the lowest paid. Among nonfarm employment options, nonfarm businesses generate less income than nonagricultural wage labor, likely reflecting high barriers to entrepreneurship and low demand for off-farm services in rural areas. In contrast to employment profiles from other low-income countries, we find that the probability of a worker from an agricultural household in Rwanda engaging in rural, off-farm wage labor decreases as household welfare increases. Agricultural households that have workers seeking to hire out their labor tend to have the smallest landholdings, while households that hire in labor have the largest landholdings. Additionally, households with a higher share of members who completed primary education are less likely to hire out their labor, especially for agriculture wage work. These results suggest that programs that offer support services to agricultural households, such as financial services and affordable and relevant education, may be important in incentivizing these households to engage in entrepreneurship and form their own businesses or to seek wage employment in more remunerative sectors than agriculture.

The report identifies four essential drivers of growth--innovation, integration, agglomeration, and competition--and reforms in six priority areas: human capital development, export dynamism and regional integration, well-managed urbanization, competitive domestic enterprises, agricultural modernization, and capable and accountable public institutions.

Sub-Saharan Africa's rural population is growing rapidly, and more young people are entering the labour market every year. This raises serious policy questions. Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.
This food policy report presents a typology of the diverse livelihood strategies and development pathways for smallholder farmers in developing countries, and offers policy recommendations to help potentially profitable smallholders meet emerging risks and challenges. Main Findings Smallholder farmers in developing countries play a key role in meeting the future food demands of a growing and increasingly rich and urbanized population. However, smallholders are not a homogeneous group that should be supported at all costs. Whereas some smallholder farmers have the potential to undertake profitable commercial activities in the agricultural sector, others should be supported in exiting agriculture and seeking nonfarm employment opportunities. For smallholder farmers with profit potential, their ability to be successful is hampered by such challenges as climate change, price shocks, limited financing options, and inadequate access to healthy and nutritious food. By overcoming these challenges, smallholders can move from subsistence to commercially oriented agricultural systems, increase their profits, and operate at an efficient scale—thereby helping to do their part in feeding the world’s hungry.
Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
This edition analyses how trade can contribute to economic diversification and empowerment, with a focus on eliminating extreme poverty, particularly through the effective participation of women and youth. It shows how aid for trade can contribute to that objective by addressing supply-side capacity and trade-related infrastructure constraints, including for micro-, small- and medium-sized enterprises notably in rural areas.
