There is a striking scarcity of work conducted on rural labour markets in the developing world, particularly in Africa. This book aims to fill this gap by bringing together a group of contributors who boast substantial field experience researching rural wage employment in various developing countries. It provides critical perspectives on mainstream approaches to rural/agrarian development, and analysis of agrarian change and rural transformations from a long-term perspective. This book challenges the notion that rural areas in low- and middle-income countries are dominated by self-employment. It purports that this conventional view is largely due to the application of conceptual frameworks and statistical conventions that are ill-equipped to capture labour market participation. The contributions in this book offer a variety of methodological lessons for the study of rural labour markets, focusing in particular on the use of mixed methods in micro-level field research, and more emphasis on capturing occupation multiplicity. The emphasis on context, history, and specific configurations of power relations affecting rural labour market outcomes are key and reoccurring features of this book. This analysis will help readers think about policy options to improve the quantity and quality of rural wage employment, their impact on the poorest rural people, and their political feasibility in each context.
The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was enacted in India with the multiple objectives of providing employment in a rights-based framework, addressing rural poverty, checking migration, and building rural infrastructure. As such, every year around 15–20 per cent of households in India overall and 30 per cent in rural India receive some form of employment share under the MGNREGA programme. This volume looks at various aspect of the scheme, its linkage with employment, agricultural wages, livelihood and food security, gender issues, and migration in rural India. It also discusses challenges in implementation, hurdles and the relative successes of the scheme. Based on primary survey data from 16 major states in the country, the findings of the study provide key insights into MGNREGA and assess the implications for other welfare-oriented programmes. Rich in empirical data, this volume will be useful to scholars and researchers of political economy, economics, agriculture, rural development and sociology, as well as policymakers and nongovernmental organisations.

Sub-Saharan Africa's rural population is growing rapidly, and more young people are entering the labour market every year. This raises serious policy questions. Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

The Commonwealth Secretariat has been a pioneer in promoting women’s rights and gender equality since the 1976–85 UN Decade for Women, and of gender mainstreaming since the UN 4th World Conference on Women, to which our 1995 Plan of Action on Gender and Development was a Commonwealth contribution. This publication brings together case studies prepared in connection with the end-of-term review of the 2005–15 Commonwealth Plan of Action for Gender Equality. The case studies are based on submissions and interviews with government representatives, gender specialists and other stakeholders, including civil society organisations, from 20 countries representing all regions of the Commonwealth. The examples were selected to demonstrate a range of strategies that can be employed to advance gender equality and women’s empowerment. Together they help to show what perpetuates gender inequality and offer approaches that can be adopted to help end unjust discrimination.
