This handbook examines agricultural and rural development in Africa from theoretical, empirical and policy stand points. "Transfer of Development Rights" (TDR) programs allow local governments to put economic principles to work in encouraging good land use planning. TDR programs most often permit landowners to forfeit development rights in areas targeted for preservation and then sell those development rights to buyers who want to increase the density of development in areas designated as growth areas by local authorities. Although TDR programs must conform to zoning laws, they provide market incentives that make them more equitable (and often more lucrative) for sellers and frequently benefit buyers by allowing them to receive prior approval for their high-density development plans. Since the 1970s when modern TDR applications were first conceived, more than 200 communities in 33 states across the U.S. have implemented TDR-based programs. The most common uses of TDR to date involve protecting farmland, environmentally sensitive land, historic sites, and "rural character," and urban revitalization. Until now, however, there has never been a clearly written, one-volume book on the subject. At last, The TDR Handbook provides a comprehensive guide to every aspect of TDR programs, from the thinking behind them to the nuts and bolts of implementation-including statutory guidance, model ordinances, suggestions for program administration, and comparisons with other types of preservation programs. Rural development is inherently viewed as a positive thing; it is seen as something that brings together groups of individuals with automatic positive implications and outcomes. Policy rhetoric frequently uses popular terms such as involvement, participation and power sharing to describe rural development activities. However, the reality of experience on the ground does not necessarily concur with these ideals. It is not always clear who ultimately benefits from rural development: the State, the community or rural development practitioners. This book critically analyses key concepts associated with rural development policy and practice, and using the concepts of power and micro-politics to analyze rhetoric and reality, reveals the intricacies of rural development. This volume represents the result of almost two decades of trans-Atlantic collaborative development of a policy research paradigm, the International Comparative Rural Policy Studies program. Over this period dozens of scientists from different disciplines but with a common interest in rural issues and policy have collaboratively studied the policies in North America, Europe, and other parts of the world. A core element of the book is the idea and practice of comparative research and analysis - what can be learned from comparisons, how and why policies vary in different contexts, and what lessons might or might not be "transferable" across borders. It provides skills for the use of comparative methods as important tools to analyze the functioning of strategies and specific policy interventions in different contexts and a holistic approach for the management of resources in rural regions. It promotes innovation as a tool to valorize endogenous resources and empower local communities and offers case studies of rural policy in specific contexts. The book largely adopts a territorial approach to rural policy. This means the book is more interested in rural regions, their people and economies, and in the policies that affect them, than in rural sectors, and sectoral policies per se.
