Traditional economic and policy analysis theory has emphasized the implementation of private or public property rights regimes in order to sustainably manage natural resources. More recent work has challenged this approach by examining the strengths and weakness of common property governance of such resources. This paper contributes to this literature by analyzing the acequia irrigation communities in northern New Mexico. Through statistical analysis, we find that the acequias' ability to maintain collective-action as estimated by a critical performance function, crop production, is aided by water sharing agreements and access to groundwater, and that it is hampered by property rights fragmentation and urbanization.

In 2006, Resilience Thinking addressed an essential question: As the natural systems that sustain us are subjected to shock after shock, how much can they take and still deliver the services we need from them? This idea caught the attention of both the scientific community and the general public. When are borders justified? Who has a right to control them? Where should they be drawn? Today people think of borders as an island's shores. Just as beaches delimit a castaway's realm, so borders define the edges of a territory, occupied by a unified people, to whom the land legitimately belongs. Hence a territory is legitimate only if it belongs to a people unified by a civic identity. Sadly, this Desert Island Model of territorial politics forces us to choose. If we want territories, then we can either have democratic legitimacy, or inclusion of different civic identities--but not both. The resulting politics creates mass xenophobia, migrant-bashing, hoarding of natural resources, and border walls. To escape all this, On Borders presents an alternative model. Drawing on an intellectual tradition concerned with how land and climate shape institutions, it argues that we should not see territories as pieces of property owned by identity groups. Instead, we should see them as watersheds: as interconnected systems where institutions, people, the biota, and the land together create overlapping civic duties and relations, what the book calls place-specific duties. This Watershed Model argues that borders are justified when they allow us to fulfill those duties; that border-control rights spring from internationally-agreed conventions--not from internal legitimacy; that borders should be governed cooperatively by the neighboring states and the states system; and that border redrawing should be done with environmental conservation in mind. The book explores how this model undoes the exclusionary politics of desert islands.
Hundreds of millions of people still suffer from chronic hunger and food insecurity despite sufficient levels of global food production. The poor's inability to afford adequate diets remains the biggest constraint to solving hunger, but the dynamics of global food insecurity are complex and demand analysis that extends beyond the traditional domains of economics and agriculture. How do the policies used to promote food security in one country affect nutrition, food access, natural resources, and national security in other countries? How do the priorities and challenges of achieving food security change over time as countries develop economically? The Evolving Sphere of Food Security seeks to answer these two important questions and others by exploring the interconnections of food security to security of many kinds: energy, water, health, climate, the environment, and national security. Fresh water is becoming an increasingly precious commodity. In the near future, control of it could lead to the type of political instability that is now associated with energy shortages. This book addresses the different aspects of irrigation, including not only the management of water resources and scientific and technical aspects, but also matters related to policy and economics. The objective of the Conference Series is to provide a venue for an international presentation and dissemination of papers related to sustainable ways of conducting irrigation. Sustainable irrigation has three key aspects, i.e. i) developing ways of using scarce water resources most efficiently to maximize food production while minimizing the environmental impact of irrigation activities on the affected land and water resources; ii) ensuring that the extraction of water from surface and groundwater sources is set at sustainable levels to maintain healthy aquatic ecosystems to secure a continued supply of quality water for irrigation, recreation and urban/industrial uses; iii) facilitate an equitable distribution of the water available for consumption between competing users, which is essential to maintain sustainable communities. Sustainability depends in part on our capacity to resolve dilemmas of the commons in Coupled Infrastructure Systems (CIS). Thus, we need to know more about how to incentivize individuals to take collective action to manage shared resources. Moreover, given that we will experience new and more extreme weather events due to climate change, we need to learn how to increase the robustness of CIS to those shocks. This dissertation studies irrigation systems to contribute to the development of an empirically based theory of commons governance for robust systems. I first studied the eight institutional design principles (DPs) for long enduring systems of shared resources that the Nobel Prize winner Elinor Ostrom proposed in 1990. I performed a critical literature review of 64 studies that looked at the institutional configuration of CIS, and based on my findings I propose some modifications of their definitions and application in research and policy making. I then studied how the revisited design principles, when analyzed conjointly with biophysical and ethnographic characteristics of CISs, perform to avoid over-appropriation, poverty and critical conflicts among users of an irrigation system. After carrying out a meta-analysis of 28 cases around the world, I found that particular combinations of those variables related to population size, countries corruption, the condition of water storage, monitoring of users behavior, and involving users in the decision making process for the commons governance, were sufficient to obtain the desired outcomes. The two last studies were based on the Peruvian Piura Basin, a CIS that has been exposed to environmental shocks for decades. I used secondary and primary data to carry out a longitudinal study using as guidance the robustness framework, and different hypothesis from prominent collapse theories to draw potential explanations. I then developed a dynamic model that shows how at the current situation it is more effective to invest in rules enforcement than in the improvement of the physical infrastructure (e.g. reservoir). Finally, I explored different strategies to increase the robustness of the system, through enabling collective action in the Basin.
