This publication documents the current assessment and strategic investment priorities of the Government of the Philippines and the Asian Development Bank (ADB) in the country's urban sector. It highlights sector performance, priority development constraints, government plans and strategies, past ADB support and experience, support of other development partners, and future ADB support strategy. The road map covers four main support areas: (i) preparation of a loan for the Philippine Solid Waste Management Sector Project in 2012 or 2013; (ii) future technical assistance (TA) and lending activities---to be discussed with the government---that may include a sector project for markets and transport terminals, which could further include land and sea transport facilities; (iii) projects of the Urban Development and Water Division of ADB's Southeast Asia Department, which may support flood control and the efforts of communities to mitigate the effects of climate change; and further (iv) stand-alone policy and advisory TA or capacity development TA, to promote performance-oriented governance and overall strengthening of urban sector agencies, depending on requests from the government.

This report summarizes the progress of the Southeast Asia Department (SERD) of the Asian Development Bank (ADB) in mainstreaming knowledge in its development support to countries supported by the department in 2010-2011. It outlines the guiding principles of a knowledge management framework in the context of the ADB operations cycle, and summarizes selected knowledge products generated, disseminated, and used in SERD lending and nonlending operations at different stages of the cycle. The report concludes with lessons and recommendations on the further strengthening of the "knowledge first, finance follows" principle to more effectively meet the increasing demands by each client country for knowledge as an integral part of ADB development assistance to the region.
Given the rapid growth of the public-private partnership program (PPP), the Philippine government has initiated reforms to strengthen the framework for managing contingent liabilities arising from PPP projects. This study shows that major directions requiring further effort include (i) better pricing of government guarantees, (ii) adoption of methodology for quantification of contingent liabilities, (iii) setting prudential limits on PPP contingent liabilities, (iv) development of procedures for payment of materialized contingent liabilities from the national budget's unprogrammed fund, and (v) in the medium term, setting up a contingent liabilities fund financed through budget appropriations and contributions of project sponsors.
