This book investigates the determinants of leadership in East Asia, emphasizing the significance of followership in the success and failure of leadership projects proposed by China, Japan, and the United States. While doing so, it answers a central question in the field of international relations: Why do potential leader countries succeed in obtaining potential followers in some instances, but fail to do so in other instances? Employing an inclusive leadership and societal approach, the book investigates how the leading countries motivate followership in East Asian economic and security dynamics. It analyzes how Chinese, Japanese and American leadership obtained acceptance from potential followers, focusing on the significance of domestic politics of potential follower countries in shaping their governmental preferences and generating followership. The book features empirical evidence in six case studies, covering topics such as the successful Chinese endeavor of South Korea joining the Chinese initiative for the Asian Infrastructure and Investment Bank (AIIB), the failed US attempt to prevent South Korea from doing so, the US's success to convince Japan to join the Trans-Pacific Partnership (TPP), the failed Japanese strive for winning South Korea's support for Japan’s bid for a permanent seat at the UN Security Council (UNSC), the Chinese failure at obtaining the Philippines’ backing of the Chinese aspirations in the South China Sea (SCS) during the Aquino Presidency, and, finally, the Chinese success one the same effort during the Duterte presidency. The book will appeal to students, scholars, and researchers of international relations interested in a better understanding of leadership determinants in East Asia, Global Power Shift, foreign policy, as well as East Asian economic and security dynamics.
Cities are places of opportunity. They provide not just jobs but a whole range of public, cultural, social and consumption amenities. Transport is what connects people to these opportunities and cities provide access with varying degrees of success – especially when it comes to modes of transport that favour a green transition. This report argues that building sustainable transport networks for accessible cities requires a holistic planning approach, a sound institutional framework, reliable sources of funding, strong governmental capacity, and should build on community engagement.
The study is part of the OECD work stream Preparing Regions for Demographic Change, a megatrend that affects several important dimensions of public policy. The following three of them are particular relevant for Korea’s regions and rural places: (i) workforce dimension, (ii) social dimension and (iii) governance dimension. The report consists of three chapters.

It promotes economic growth and catching up of regions by providing access to jobs for workers and markets for firms. This report summarises evidence on the benefits of transport investment for economic growth and job creation and thereby for catching up in OECD regions.
The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.

This publication summarises the main findings of a series of high-level expert workshops, organised with support by the European Commission, to deepen the understanding how OECD countries can move towards a broad‐based form of innovation policy for regions and cities. Weaknesses in technology and knowledge diffusion are weighing on productivity growth and innovation in OECD countries, particularly in firms that are distant from the technological frontier (global or national). This in turn weakens their capacity to meet future challenges and undermines inclusive growth.
