Scientific investigations and results of the conference 13th Days of Bosnian-Herzegovinian American Academy of Art and Sciences held in Sarajevo, Bosnia and Herzegovina, June 23-26, 2022, are presented in this book. The up-to-date advances in various fields of engineering have been presented through numerous papers spanning the disciplines of civil engineering, mechanical engineering, advanced electrical power systems, computer modeling and simulations for engineering applications, computer science and artificial intelligence, geodesy and geoinformation, data science and geographic information systems and information and communication technologies. Over the past decade, China has built 25,000 km of dedicated highspeed railway—more than the rest of the world combined. What can we learn from this remarkable experience? China’s High-Speed Rail Development examines the Chinese experience to draw lessons for countries considering investing in high-speed rail. The report scrutinizes the planning and delivery mechanisms that enabled the rapid construction of the high-speed rail system. It highlights the role of long-term planning, consistent plan execution, and a joint venture structure that ensures active participation of provincial and local governments in project planning and financing. Traffic on China’s high-speed trains has grown to 1.7 billion passengers a year. The study examines the characteristics of the markets for which high-speed rail is competitive in China. It discusses the pricing and service design considerations that go into making high-speed rail services competitive with other modes and factors such as good urban connectivity that make the service attractive to customers. One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. Finally, the report analyzes the financial and economic sustainability of the investment in high-speed rail. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Economic viability similarly depends on high passenger density.
Niger is a landlocked country situated in West Africa. It is bordered by many countries including Nigeria to the south, Mali and Burkina Faso to the west, Algeria and Libya to the north, and Chad to the east. Niger is one of the poorest countries in the world with a predominantly rural population of approximately 21 million people. It has a diverse ethnic population consisting of Hausa, Zarma, Tuareg, and Kanuri among others. French is the official language of the country, but other languages such as Hausa and Zarma are also widely spoken. Niger's economy is mainly based on agriculture with approximately 80% of the population employed in farming. It is a major exporter of uranium which contributes significantly to the country's economy. However, Niger is faced with many challenges including poverty, drought, food insecurity, and political instability. It is also one of the countries at high risk of climate change and environmental degradation. Despite these challenges, Niger has made some progress in terms of development with improvements in healthcare and education. However, more needs to be done to improve the country's economy and to provide basic services to its people.

The collapse of previous command economic structures in Eastern Europe has led to an often chaotic reorganization of transport operations. Southeastern Europe in particular not only lags behind the western EU countries in terms of transport infrastructure, but also in terms of management and policy. However, despite this, or perhaps even because there are no long-standing established patterns, this region is a fertile territory for innovation. Based on the first major international conference dealing with transport issues in Southeastern Europe, this edited volume brings together key researchers and policy makers to discuss and critically analyse these innovations. Focusing on issues related to privatization and harmonization of national legislation, the contributors also address the countries' struggle with inadequate management structures and the challenges posed in running shipping, ports and railways in a region fragmented into numerous nations and states. It not only provides an up-to-date overview of transport operations and planning in Southeastern Europe, but also provides more general insights into recent and current developments in a region that has undergone widespread upheavals in the past two decades, and is now experiencing renewed growth.
