Risk, Language, and Power explores discourse around the environmental risks of nanotechnology, making the case that the dominance in risk discourse of regulatory science is a limiting policy debate on environmental risks, and that specific initiatives should be undertaken to broaden debate not just on nanotechnology, but generally on the risks of new technologies. Morris argues that the treatment of environmental risk in public policy debates has failed for industrial chemicals, is failing for nanotechnology, and most certainly will fail for synthetic biology and other new technologies unless we change how we describe the impacts to people and other living things from the development and deployment of technology. However, Morris also contends that the nanotechnology case provides reason for optimism that risk can be given different, and better, treatment in environmental policy debates. Risk, Power and the State addresses how power is exercised in and by contemporary state organisations. Through a detailed analysis of programmatic attempts to shape behaviour linked to considerations of risk, this book pursues the argument that, whilst Foucault is useful for understanding power, the Foucauldian tradition – with its strands of discourse analysis, of governmentality studies, or of radical Deleuzian critique – suffers from a lack of clarification on key conceptual issues. Oriented around four case studies, the architecture of the book devolves upon the distinction between productive and repressive power. The first two studies focus on productive power: the management of long-term unemployment in the public employment service and cognitive-behavioural interventions in the prison service. Two further studies concern repressive interventions: the conditions of incarceration in the prison service and the activity of the customs service. These studies reveal that power, as conceptualised within the Foucauldian tradition, must be modified. A more complex notion of productive power is needed, which covers interventions that appeal to desires, and which govern both at a distance and at close range. Additionally, the simplistic paradigm of repressive power is called into question by the need to consider the organising role of norms and techniques that circumvent agency. Finally, it is argued, Foucault's concept of strategies – which accounts for the thick web of administrative directives, organisational routines, and techniques that simultaneously shape the behaviour of targeted individuals and members of the organisation – requires an organisational dimension that is often neglected in the Foucauldian tradition.
Great powers often initiate risky military and diplomatic inventions in far-off, peripheral regions that pose no direct threat to them, risking direct confrontation with rivals in strategically inconsequential places. Why do powerful countries behave in a way that leads to entrapment in prolonged, expensive, and self-defeating conflicts? Jeffrey W. Taliaferro suggests that such interventions are driven by the refusal of senior officials to accept losses in their state's relative power, international status, or prestige. Instead of cutting their losses, leaders often continue to invest blood and money in failed excursions into the periphery. Their policies may seem to be driven by rational concerns about power and security, but Taliaferro deems them to be at odds with the master explanation of political realism. Taliaferro constructs a "balance-of-risk" theory of foreign policy that draws on defensive realism (in international relations) and prospect theory (in psychology). He illustrates the power of this new theory in several case narratives: Germany's initiation and escalation of the 1905 and 1911 Moroccan crises, the United States' involvement in the Korean War in 1950–52, and Japan's entanglement in the second Sino-Japanese war in 1937–40 and its decisions for war with the U.S. in 1940–41.
