By 1940 Mexico had more national parks than any other country. Together they protected more than two million acres of land in fourteen states. Even more remarkable, Lázaro Cárdenas, president of Mexico in the 1930s, began to promote concepts akin to sustainable development and ecotourism. Conventional wisdom indicates that tropical and post-colonial countries, especially in the early twentieth century, have seldom had the ability or the ambition to protect nature on a national scale. It is also unusual for any country to make conservation a political priority in the middle of major reforms after a revolution. What emerges in Emily Wakild’s deft inquiry is the story of a nature protection program that takes into account the history, society, and culture of the times. Wakild employs case studies of four parks to show how the revolutionary momentum coalesced to create early environmentalism in Mexico. According to Wakild, Mexico’s national parks were the outgrowth of revolutionary affinities for both rational science and social justice. Yet, rather than reserves set aside solely for ecology or politics, rural people continued to inhabit these landscapes and use them for a range of activities, from growing crops to producing charcoal. Sympathy for rural people tempered the radicalism of scientific conservationists. This fine balance between recognizing the morally valuable, if not always economically profitable, work of rural people and designing a revolutionary state that respected ecological limits proved to be a radical episode of government foresight.

Much ink has been spilled over the men of the Mexican Revolution, but far less has been written about its women. Kathy Sosa, Ellen Riojas Clark, and Jennifer Speed set out to right this wrong in Revolutionary Women of Texas and Mexico, which celebrates the women of early Texas and Mexico who refused to walk a traditional path. The anthology embraces an expansive definition of the word revolutionary by looking at female role models from decades ago and subversives who continue to stand up for their visions and ideals. During the 1920s and 1930s in Mexico, both intellectuals and government officials promoted ethnic diversity while attempting to overcome the stigma of race in Mexican society. Programs such as the Indigenista movement represented their efforts to redeem the Revolution's promise of a more democratic future for all citizens. This book explores three decades of efforts on the part of government officials, social scientists, and indigenous leaders to renegotiate the place of native peoples in Mexican society. It traces the movement's origins as a humanitarian cause among intellectuals, the involvement of government in bringing education, land reform, cultural revival, and social research to Indian communities, and the active participation of Indian peoples. Traditionally, scholars have seen Indigenismo as an elitist formulation of the "Indian problem." Dawson instead explores the ways that the movement was mediated by both elite and popular pressures over time. By showing how Indigenismo was used by a variety of actors to negotiate the shape of the revolutionary state—from anthropologist Manual Gamio to President Lázaro Cárdenas—he demonstrates how it contributed to a new "pact of domination" between indigenous peoples and the government. Although the power of the Indigenistas was limited by the face that "Indian" remained a racial slur in Mexico, the indígenas capacitados empowered through Indigenismo played a central role in ensuring seventy years of PRI hegemony. In studying the confluence of state formation, social science, and native activism, Dawson's book offers a new perspective for understanding the processes through which revolutionary hegemony emerged.
At the end of the Mexican Revolution in 1920, Mexico's large, rebellious army dominated national politics. By the 1940s, Mexico's Institutional Revolutionary Party (PRI) was led by a civilian president and claimed to have depoliticized the army and achieved the bloodless pacification of the Mexican countryside through land reform, schooling, and indigenismo. However, historian Thomas Rath argues, Mexico's celebrated demilitarization was more protracted, conflict-ridden, and incomplete than most accounts assume. Civilian governments deployed troops as a police force, often aimed at political suppression, while officers meddled in provincial politics, engaged in corruption, and crafted official history, all against a backdrop of sustained popular protest and debate. Using newly available materials from military, intelligence, and diplomatic archives, Rath weaves together an analysis of national and regional politics, military education, conscription, veteran policy, and popular protest. In doing so, he challenges dominant interpretations of successful, top-down demilitarization and questions the image of the post-1940 PRI regime as strong, stable, and legitimate. Rath also shows how the army's suppression of students and guerrillas in the 1960s and 1970s and the more recent militarization of policing have long roots in Mexican history.
Revolution in Mexico sought to subordinate church to state and push the church out of public life. Nevertheless, state and church shared a concern for the nation's social problems. Until the breakdown of church-state cooperation in 1926, they ignored the political chasm separating them to address those problems through education in order to instill in citizens a new sense of patriotism, a strong work ethic, and adherence to traditional gender roles. This book examines primary, vocational, private, and parochial education in Mexico City from 1917 to 1926 and shows how it was affected by the relations between the revolutionary state and the Roman Catholic Church. One of the first books to look at revolutionary programs in the capital immediately after the Revolution, it shows how government social reform and Catholic social action overlapped and identifies clear points of convergence while also offering vivid descriptions of everyday life in revolutionary Mexico City. Comparing curricula and practice in Catholic and public schools, Patience Schell describes scandals and successes in classrooms throughout Mexico City. Her re-creation of day-to-day schooling shows how teachers, inspectors, volunteers, and priests, even while facing material shortages, struggled to educate Mexico City's residents out of a conviction that they were transforming society. She also reviews broader federal and Catholic social action programs such as films, unionization projects, and libraries that sought to instill a new morality in the working class. Finally, she situates education among larger issues that eventually divided church and state and examines the impact of the restrictions placed on Catholic education in 1926. Schell sheds new light on the common cause between revolutionary state education and Catholic tradition and provides new insight into the wider issue of the relationship between the revolutionary state and civil society. As the presidency of Vicente Fox revives questions of church involvement in Mexican public life, her study provides a solid foundation for understanding the tenor and tenure of that age-old relationship.
