This is a book about strategy and war fighting. It contains 11 essays which examine topics such as military operations against a well-armed rogue state, the potential of parallel warfare strategy for different kinds of states, the revolutionary potential of information warfare, the lethal possibilities of biological warfare and the elements of an ongoing revolution in military affairs. The purpose of the book is to focus attention on the operational problems, enemy strategies and threat that will confront U.S. national security decision makers in the twenty-first century.
Advances in technology can bring about dramatic changes in military operations, often termed revolutions in military affairs or RMAs. Such technology-driven changes in military operations are not merely a recent phenomenon: they have been occurring since the dawn of history, they will continue to occur in the future, and they will continue to bestow a military advantage on the first nation to develop and use them. Accordingly, it is important to the continued vitality and robustness of the U.S. defense posture for the DoD R&D community to be aware of technology developments that could revolutionize military operations in the future, and for the U.S. military services to be on the lookout for revolutionary ways in which to employ those technologies in warfare. This report examines the history of past RMAs, to see what can be learned from them regarding the challenge confronting the DoD today, when it has set out on a concerted effort to bring about a technology-driven transformation of the U.S. military to achieve the operational goals outlined in Joint Vision 2010. Among its many findings are three of particular note: RMAs are rarely brought about by dominant players (such as the U.S. military is today). For a dominant player to bring about an RMA requires a receptive organizational climate, fostering a continually refined vision of how war may change in the future and encouraging vigorous debate regarding the future of the organization; senior officers with traditional credentials willing to sponsor new ways of doing things and able to establish new promotion pathways for junior officers practicing a new way of war; mechanisms for experimentation, to discover, learn, test and demonstrate new ideas; and ways of responding positively to the results of successful experiments, in terms of doctrinal changes, acquisition programs, and force structure modifications. The DoD has some of these elements today, but is missing others. The report makes specific suggestions regarding ways of filling in the missing elements. Doing these things will facilitate DoD's force transformation activities and help ensure that the next RMA is brought about by the United States. and not some other nation.

To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what Jon R. This same perspective suggests that the US retains important advantages against advanced competitors like China that are less prepared to cope with the complexity of information systems in wartime. Lindsay argues convincingly that a better understanding of how personnel actually use technology can inform the design of command and control, improve the net assessment of military power, and promote reforms to improve military performance. Warfighting problems and technical solutions keep on changing, but information practice is always stuck in between.
US Defence Strategy from Vietnam to Operation Iraqi Freedom examines the thirty-year transformation in American military thought and defence strategy that spanned from 1973 through 2003. During these three decades, new technology and operational practices helped form what observers dubbed a 'Revolution in Military Affairs' in the 1990s and a 'New American Way of War' in the 2000s. Robert R. Tomes tells for the first time the story of how innovative approaches to solving battlefield challenges gave rise to non-nuclear strategic strike, the quest to apply information technology to offset Soviet military advantages, and the rise of 'decisive operations' in American military strategy. He details an innovation process that began in the shadow of Vietnam, matured in the 1980s as Pentagon planners sought an integrated nuclear-conventional deterrent, and culminated with battles fought during blinding sandstorms on the road to Baghdad in 2003. An important contribution to military innovation studies, the book also presents an innovation framework applicable to current defence transformation efforts. This book will be of much interest to students of strategic studies, US defence policy and US politics in general.
The liberal world order, a euphemism for American global hegemony, is crumbling at an accelerating pace. While its collapse is tangible, the outcome of such a collapse remains a matter of speculation and public debate. The US is desperately seeking to preserve the status quo, which rests primarily upon recognition of its military supremacy. For millennia, warfare has been a driving force behind changes in the geopolitical status of power configurations (whether of peoples, states or empires), and it remains so, today. Accordingly, short of actual warfare, the assessment (modeling) of relative military power plays an inordinate role in the determination of national status. Models of emerging changes in military capability range from relatively simple to extremely complex ones. Viewing the evolution of the current system of international relations outside the framework of actual, rather than propaganda-driven, military capabilities is not only useless, it is dangerous since states’ mistaken assessment of their own and other states’ military power can lead to misadventures and catastrophic mistakes. The United States’ efforts to preserve not just its dominance but the perception of its dominance are bound to fail for many important reasons, none more important than what is often misidentified in past American military-theoretical hypotheses about the future of warfare, known generically as the Revolution in Military Affairs (RMA). This book explains why those hypotheses are failing and will continue to fail, and addresses the real RMA. In the end, technological development in weaponry as a response to tactical, operational and strategic requirements defines not only a nation’s geopolitical status but determines the global order. Assessments of military capacity, if reality-based, serve as good predictors of the level of volatility in international relations and the level of violence globally. This book gives an insight into the evolution of weapons and the way they influenced international relations in the 20th and 21st centuries. It also defines Revolution in Military Affairs as manifested via policy, politics, and technology. It reviews some models which are useful in assessing the current geopolitical situation. This book also tries to give a forecast of the future development of warfare and the ways in which it is going to change the whole system of the international relations, hopefully towards a new geopolitical equilibrium.
