Water is an indispensable resource that lies at the heart of sustenance and prosperity for communities worldwide. In low- and middle-income countries, households and communities have long relied on a single water source to fulfil a multitude of needs, encompassing drinking, washing, cooking, livestock raising, and irrigation. Traditional water supply systems have served as hydraulic structures for multiple purposes, catering to diverse water requirements. As countries progressed towards modernization, the emphasis shifted towards single-use water infrastructure, inadvertently neglecting the multifaceted nature of water demands that contribute to people's livelihoods. In developing countries, water resources management centered around large-scale irrigation and water development projects to spur economic growth. Infrastructure, institutions, policies, and practices were organized around single-use sectors. Consequently, prevailing models of water modernization unintentionally disregarded or even discouraged the acknowledgement of multiple uses.
Local government can be the pivot to make this happen.
Poor people in developing countries need water for many purposes: for drinking, bathing, irrigating vegetable gardens, and watering livestock. However, responsibility for water services is divided between different government agencies, the WASH (Water, Sanitation and Hygiene) and irrigation sub-sectors, with the result that people's holistic needs are not met. Multiple use water services (MUS) is a participatory water services approach that takes account of poor people's multiple water needs as a starting point of planning, and the approach has been implemented in at least 22 countries in Africa, Asia and Latin America. Scaling up Multiple Use Water Services argues that by designing cost-effective multi-purpose infrastructure MUS can have a positive impact on people's health and livelihoods. It analyses and explains the success factors of MUS, using a framework of accountability for public service delivery, and it also examines why there has been resistance against scaling up MUS. A stronger service delivery approach can overcome this resistance, by rewarding more livelihood outcomes, by fostering discretionary decision-making power of local-level staff and by allowing horizontal coordination. This book should be read by government and aid agency policy makers in the WASH and agriculture sectors, by development field workers, and by academics, researchers and students of international development.
The workshop “Promoting Water Tenure for Food Security, Climate Resilience, and Equity” was implemented by FAO and adelphi on 18 and 29 June in Berlin, Germany, with the support of the Federal Ministry of Food and Agriculture (BMEL), the German Institute of Development and Sustainability (IDOS), and the German Corporation for International Cooperation (GIZ) on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ). This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human well-being, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the land area under irrigation in order to feed the world’s growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalized women and men. It will be of great interest to practitioners, students and researchers working on water and food issues.

Increasing understanding of the role that secure water resources tenure plays in ensuring sustainable livelihoods, just resource governance, environmental protection, and sustainable economic development has led FAO to re-kindle the debate that had begun in 2012, when the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) were adopted by FAO, and that had culminated in 2016 with the publication of the FAO seminal study “Exploring the concept of water tenure”. Picking up from where that FAO publication had left off, an Expert Roundtable on Water Tenure was convened by FAO in Rome, in December 2019, to begin the process of developing a common conceptualization of water tenure and its scope within the broader context of water resources and tenure governance. Strengthening the position of individuals and communities within the political economy of water resources governance, particularly for the rural poor whose livelihoods and food security depend on secure and equitable access to - water and land - was central to the debates. This report includes the Policy Brief and the Expert Roundtable Summary that explored the bundle of water-related rights approach to un-packing the concept and the practical ramifications of water tenure. This report is based on recent research and analysis that have helped to identify the core elements of water tenure based on data demonstrating how water tenure systems are legally recognized at the national level and how they function across diverse countries.
