Recent attention has focused on "repurposing" and redirecting agricultural support programs towards achieving environmental, climate and nutritional outcomes. Under these proposals, typically equivalent levels of subsidies and other forms of government support would be focused on the reducing GHG emissions, environmental externalities and other broader public policy objectives such as improving nutrition. But questions arise as to whether new support programs would necessarily be consistent with WTO disciplines. This paper examines various measures aimed at reducing GHG emissions including imposition of carbon standards and taxes, border measures to reduce slippage, and so-called "Climate Smart" domestic support measures and considers how such measures comport with WTO trade rules.
Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.
This publication-a joint effort by the International Food Policy Research Institute (IFPRI) and the Inter-American Institute for Cooperation on Agriculture (IICA)-is being released in the context of growing changes and fragmentation in global economic and trade relationships. Countries are increasingly adopting protectionist measures in response to recent crises and the decreased competitiveness of value chains, due to rising production, marketing and transportation costs. The complex multilateral trade system and the urgent need to implement concrete actions in this area are prompting countries to work towards the adoption of new standards that aim to protect and preserve the environment but could also become barriers to trade that impose a significant economic and social cost on other countries. The countries of the Americas must continue to support efforts to strengthen the multilateral trade system, ensuring that it is open, transparent and science-based, as well as to effectively participate in discussion forums such as the ministerial conferences of the World Trade Organization (WTO). Amidst this scenario, international trade plays a vital role in transforming food systems, by interconnecting them and contributing to creating a more sustainable global food system. In recent years, the growth of production and exports has converted Latin America and the Caribbean (LAC) into the largest net food exporting region in the world. On average, agrifood exports from the region in 2021-2023 accounted for 17% of global agrifood exports, representing one fourth of total exports from the region. During that period, LAC agrifood exports grew by 7.6%. Yet, it bears mentioning that, despite its important role, the region has its share of challenges. During 2023, 85% of LAC agrifood exports were directed at external markets and 53% of the value of exported agrifood exports was concentrated among only 10 products. This demonstrates the region’s significant vulnerability and is undoubtedly a challenge that must be addressed. This document is an inter-institutional effort to share ideas and reflections on the main issues to be tackled building on the 13th WTO Ministerial Conference. We hope that it will serve as input in strengthening the participation of the countries of the Americas in WTO multilateral negotiations, while also highlighting the key role of agricultural trade in agrifood system transformation.
Unless action is taken now to make agriculture more sustainable, productive and resilient, climate change impacts will seriously compromise food production in countries and regions that are already highly food-insecure. The Paris Agreement, adopted in December 2015, represents a new beginning in the global effort to stabilize the climate before it is too late. It recognizes the importance of food security in the international response to climate change, as reflected by many countries prominent focus on the agriculture sector in their planned contributions to adaptation and mitigation. To help put those plans into action, this report identifies strategies, financing opportunities, and data and information needs. It also describes transformative policies and institutions that can overcome barriers to implementation. The State of Food and Agriculture is produced annually. Each edition contains an overview of the current global agricultural situation, as well as more in-depth coverage of a topical theme."
After steadily declining for over a decade, global hunger is on the rise again, while various forms of malnutrition coexist. Climate change is already exacerbating this grim picture, which is why food security and food production will be a major focus of the Intergovernmental Panel on Climate Change’s 6th Assessment Cycle. Thanks to the participation of 250 experts from all around the world, the International Symposium on Food Security and Nutrition in the Age of Climate Change highlighted the importance of food and agricultural systems in the fight against climate change and presented concrete multi-sector solutions to address this global issue. The event placed special emphasis on the regional realities of West Africa and the Canadian North, as well as to the presence of young people and members of Indigenous and Northern communities directly affected by these issues. The summaries of these four days of plenaries, interactive workshops, and special events have been grouped under seven major themes for this publication: 1) Climate change, food security and nutrition: the issues; (2) The agriculture sectors in the context of climate change; (3) Food systems in the face of climate change; (4) Natural resources: challenges and solutions; (5) Food security and nutrition in a changing North; (6) Summary of solutions; (7) Strengthening and adapting regional and international cooperation.
The understanding that some pesticides are more hazardous than others is well established. Recognition of this is reflected by the World Health Organization (WHO) Recommended Classification of Pesticides by Hazard, which was first published in 1975. The document classifies pesticides in one of five hazard classes according to their acute toxicity. In 2002, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) was introduced, which in addition to acute toxicity also provides classification of chemicals according to their chronic health hazards and environmental hazards.

Given the central role of the food and agriculture system in driving so many of the connected ecological, social and economic threats and challenges we currently face, Rethinking Food and Agriculture reviews, reassesses and reimagines the current food and agriculture system and the narrow paradigm in which it operates. Rethinking Food and Agriculture explores and uncovers some of the key historical, ethical, economic, social, cultural, political, and structural drivers and root causes of unsustainability, degradation of the agricultural environment, destruction of nature, short-comings in science and knowledge systems, inequality, hunger and food insecurity, and disharmony. It reviews efforts towards 'sustainable development', and reassesses whether these efforts have been implemented with adequate responsibility, acceptable societal and environmental costs and optimal engagement to secure sustainability, equity and justice. The book highlights the many ways that farmers and their communities, civil society groups, social movements, development experts, scientists and others have been raising awareness of these issues, implementing solutions and forging 'new ways forward', for example towards paradigms of agriculture, natural resource management and human nutrition which are more sustainable and just. Rethinking Food and Agriculture proposes ways to move beyond the current limited view of agro-ecological sustainability towards overall sustainability of the food and agriculture system based on the principle of 'inclusive responsibility'. Inclusive responsibility encourages ecosystem sustainability based on agro-ecological and planetary limits to sustainable resource use for production and livelihoods. Inclusive responsibility also places importance on quality of life, pluralism, equity and justice for all and emphasises the health, well-being, sovereignty, dignity and rights of producers, consumers and other stakeholders, as well as of nonhuman animals and the natural world. - Explores some of the key drivers and root causes of unsustainability , degradation of the agricultural environment and destruction of nature - Highlights the many ways that different stakeholders have been forging 'new ways forward' towards alternative paradigms of agriculture, human nutrition and political economy, which are more sustainable and just - Proposes ways to move beyong the current unsustainable exploitation of natural resources towards agroecological sustainability and overall sustainability of the food and agriculture system based on 'inclusive responsibility'
Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
