The changed strategic landscape of the 21st century has driven a shift to more flexible, adaptable capabilities across the spectrum of conflict. Operations in Iraq and Afghanistan have demonstrated the validity of team warfare between air and land forces during open hostilities with an enemy. The time has come for innovative counter-air and counter-land concepts focused on medium- to large-scale conventional combat operations that will merge air and ground forces even more effectively into a single potent fighting force. Such is the focus of AirLandBattle21. A basic assumption in this study is that, during major combat operations, a relevant number of Brigade Combat Teams (BCTs) will conduct distributed operations in a non-linear, non-contiguous and geographically separated fashion. The study introduces a flexible counter-air framework that allows for the most efficient use of limited air assets and advocates only the necessary levels of air control in different areas across the theatre. The study also offers alternative views of strategic attack and explores the critical role tactical airlift will play in employing and sustaining the brigade combat team.
Have globalization, virulent ethnic differences, and globally operating insurgents fundamentally changed the nature of war in the last decade? Interpretations of war as driven by politics and state rationale, formulated most importantly by the 19th century practitioner Carl von Clausewitz, have received strong criticism. Political explanations have been said to fall short in explaining conflicts in the Balkans, Africa, Asia and the attacks of 11 September 2001 in the United States. This book re-evaluates these criticisms not only by scrutinising Clausewitz's arguments and their applicability, but also by a careful reading of the criticism itself. In doing so, it presents empirical evidence on the basis of several case studies, addressing various aspects of modern war, such as the actors, conduct and purposes of war.
Throughout most of American history, U.S. military forces proved unready for the wars that were thrust upon them and suffered costly reverses in early battles. During the Cold War, for the first time, U.S. defense policy tried to maintain high readiness in peacetime. But now, with the Cold War over and defense budgets falling, what will happen to U.S. military forces? Will they revert to a state of unpreparedness or find a new balance? Politicians and military planners alike have found this crucial issue especially difficult to deal with because they have often misunderstood what readiness really means. In this book, security expert Richard Betts surveys problems in developing and measuring combat readiness before, during, and after the Cold War. He analyzes why attempts to maximize it often have counterproductive effects, and how confusions in technical concepts cause political controversy. The book explores conflicts between two objectives that are both vital but work against each other because they compete for resources: operational readiness to fight immediately, and structural readiness—the number of organized units that increase military power, but require time during a crisis to gear up for combat. Betts also discusses the problem brought on by the Cold War and plunging defense budgets: mobilization readiness—the plans and arrangements needed to shorten the time for recreating a large military if it once again becomes necessary. Betts offers new ideas for understanding the dilemmas and tradeoffs that underlie debates on how readiness should be maintained in peacetime, and he explores the strategic consequences of different choices.

It also discusses modern tools, such as increasingly realistic simulations, multiresolution modeling, and exploratory analysis, which can assist decisionmakers in choosing strategies that are flexible, adaptive, and robust.
"In the U.S. Army as elsewhere, transmission of digitized packets on Internet-protocol and space-based networks is rapidly supplanting the use of old technology (e.g., dedicated analog channels) when it comes to information sharing and media broadcasting. As the Army moves forward with these changes, it will be important to identify the implications and potential boundaries of cyberspace operations. An examination of network operations, information operations, and the more focused areas of electronic warfare, signals intelligence, electromagnetic spectrum operations, public affairs, and psychological operations in the U.S. military found significant overlap that could inform the development of future Army doctrine in these areas. In clarifying the prevailing boundaries between these areas of interest, it is possible to predict the progression of these boundaries in the near future. The investigation also entailed developing new definitions that better capture this overlap for such concepts as information warfare. This is important because the Army is now studying ways to apply its cyber power and is reconsidering doctrinally defined areas that are integral to operations in cyberspace. It will also be critical for the Army to approach information operations with a plan to organize and, if possible, consolidate its operations in two realms: the psychological, which is focused on message content and people, and the technological, which is focused on content delivery and machines."--Page 4 of cover.
