Rethinking Democracy is an insightful and reflective monograph on democracy in general and Indian democracy in particular. In this work, Rajni Kothari revisits the core arguments he has laid down in his various writings in the past four decades Politics in India, State Against Democracy, Communalism in India, etc. While revisiting his writings, Kothari reflects, interrogates and even contests some of his earlier formulations on democracy, state and civil society, developing a new paradigm on the basis of his intellectual experience and activist experience. Kothari makes a powerful critique of prevailing democratic theory and practice in a changing global as well as Indian contaxt and concludes that democracy has failed to achieve its objective of human emancipation and survives merely as a dream. However, this disillusionment with democracy does not deter him from searching for an alternative model of a decentralized, participatory and emancipatory democracy.

Questions of the extent to which social movements are capable of deepening democracy in India lie at the heart of this book. In particular, the authors ask how such movements can enhance the political capacities of subaltern groups and thereby enable them to contest and challenge marginality, stigma, and exploitation. The last decade of the nineteenth century witnessed, for the first time, the demand for a federal polity premised on the principle of linguistic provinces. The regional Chambers of Commerce in the Telugu, Bengali and Tamil linguistic regions were the first to put forth such a demand before the Congress and the colonial state. The Indian National Congress agreed to it in 1920 and reorganized provincial Congress organizations, which had been earlier based on politico-administrative boundaries of the British Indian provinces, on linguistic lines under a new party constitution under Gandhi's influence. However, once it came to power at the Centre in 1947 the national Congress leadership changed its stand. In 1953, under the pressure of a mass upsurge, the Nehru government was compelled to set up a State Reorganisation Commission to consider the question of the creation of linguistic states. In the past 63 years, several works have been published on the theme of 'state politics', but most writers have concentrated on electoral politics. This book, however, discusses different aspects of politics in the 27 states and 2 Union Territories with legislative assemblies (with some minor omissions which are regretted). For example, it analyses the different social structures, levels of economic development, landholding patterns, party systems, voting behaviour, political culture and governance and politics of each state. It discusses their internal dynamics which are influenced by the size of the population, demography, territory and topography, economy, and the power structure of the different classes and communities. The book also takes into account the commonalities across the boundaries at both, the micro and the macro levels, such as the expansion and intensification of capitalist social relations into the innermost areas, breakdown of old structures and social mores, emergence of civil society, development of administrative transparency, growth of alternative party systems and the linkages of each state/region with the nation and global capital. The liberalization of economy over the last few decades has accelerated the growth of commonalities across the states through a growing uniformity of production processes and consumer culture.

Levine Memorial Book Prize of the International Political Science Association This comparative analysis probes why conservative renderings of religious tradition in the United States, India, and Egypt remain so influential in the politics of these three ostensibly secular societies. The United States, Egypt, and India were quintessential models of secular modernity in the 1950s and 1960s. By the 1980s and 1990s, conservative Islamists challenged the Egyptian government, India witnessed a surge in Hindu nationalism, and the Christian right in the United States rose to dominate the Republican Party and large swaths of the public discourse. Using a nuanced theoretical framework that emphasizes the interaction of religion and politics, Scott W. Hibbard argues that three interrelated issues led to this state of affairs. First, as an essential part of the construction of collective identities, religion serves as a basis for social solidarity and political mobilization. Second, in providing a moral framework, religion's traditional elements make it relevant to modern political life. Third, and most significant, in manipulating religion for political gain, political elites undermined the secular consensus of the modern state that had been in place since the end of World War II. Together, these factors sparked a new era of right-wing religious populism in the three nations. Although much has been written about the resurgence of religious politics, scholars have paid less attention to the role of state actors in promoting new visions of religion and society. Religious Politics and Secular States fills this gap by situating this trend within long-standing debates over the proper role of religion in public life.
Dynastic politics, usually presumed to be the antithesis of democracy, is a routine aspect of politics in many modern democracies. This book introduces a new theoretical perspective on dynasticism in democracies, using original data on twenty-first-century Indian parliaments. It argues that the roots of dynastic politics lie at least in part in modern democratic institutions - states and parties - which give political families a leg-up in the electoral process. It also proposes a rethinking of the view that dynastic politics is a violation of democracy, showing that it can also reinforce some aspects of democracy while violating others. Finally, this book suggests that both reinforcement and violation are the products, not of some property intrinsic to political dynasties, but of the institutional environment from which those dynasties emerge.

The book also deals with Left-led struggles in the form of the Naxalite/Maoist movement and trade-union strikes, and presents a non-sectarian Left critique of the Left. It also discusses the politics of the Right expressed as fascistic tendencies, and the question of what is to be done. The book applies abstract theoretical ideas to the concrete situation in India, which, in turn, inspires rethinking of theory. Das unabashedly shows the relevance of class theory that takes seriously the matter of oppression/domination of religious minorities and lower castes.
