Given the central role of the food and agriculture system in driving so many of the connected ecological, social and economic threats and challenges we currently face, Rethinking Food and Agriculture reviews, reassesses and reimagines the current food and agriculture system and the narrow paradigm in which it operates. Rethinking Food and Agriculture explores and uncovers some of the key historical, ethical, economic, social, cultural, political, and structural drivers and root causes of unsustainability, degradation of the agricultural environment, destruction of nature, short-comings in science and knowledge systems, inequality, hunger and food insecurity, and disharmony. It reviews efforts towards 'sustainable development', and reassesses whether these efforts have been implemented with adequate responsibility, acceptable societal and environmental costs and optimal engagement to secure sustainability, equity and justice. The book highlights the many ways that farmers and their communities, civil society groups, social movements, development experts, scientists and others have been raising awareness of these issues, implementing solutions and forging 'new ways forward', for example towards paradigms of agriculture, natural resource management and human nutrition which are more sustainable and just. Rethinking Food and Agriculture proposes ways to move beyond the current limited view of agro-ecological sustainability towards overall sustainability of the food and agriculture system based on the principle of 'inclusive responsibility'. Inclusive responsibility encourages ecosystem sustainability based on agro-ecological and planetary limits to sustainable resource use for production and livelihoods. Piloting is an important form of policy experimentation and a promising tool for policymakers to innovate, formulate and test alternative policy designs for the future. While this is recognized in theory, there are several challenges in realizing a pilot's potential to do so in practice. Addressing these challenges ask for a deeper understanding of the design of policy pilots and their outcomes in terms of how they mainstream into routine policymaking. Looking back at selected national piloting initiatives in Indian agriculture over a period of twenty-five years, this book draws insights for policy theory and practice. Design features of pilots that are found to influence their scaling-up and translation into formal policies (or not) are distilled from literature and compared across the selected cases. Theoretical insights from the book can be extended and adapted to agricultural policymaking in other Asian countries as well as to policy formulation in other sectors.

This book critically re-examines the currently dominant paradigm of agricultural development policy from historical and comparative perspectives. Examining the experiences of 11 developed countries in their earlier stages of development and the experiences of 10 developing and transition economies in the last half a century, the book offers an in-depth discussion on a range of public policies for agriculture, some currently in use and others forgotten in the mist of history. After presenting the overarching theoretical framework and a synthesis of findings over the 21 countries examined, the book presents six detailed case studies of agricultural policy in the last half a century in two Latin American countries (Chile and Mexico), two African countries (Ethiopia and Ghana), and two Asian countries (India and Vietnam). Each chapter examines a wide range of policies, including land policy (land tenure reform and land quality improvement), knowledge policy (research, extension, education, and information), credit policy (specialized banks and agricultural credit co-operatives), physical inputs policy (irrigation, transport, electricity, and divisible inputs such as fertilizers, seeds, and farm machinery), policies intended to increase farm income stability (price stabilization measures, insurances, and trade protection), and policies intended to improve agricultural marketing and processing. Through its historical and comparative approaches, the book frees our "policy imagination" by showing that the range of policies and institutions that have produced positive outcomes for agricultural development has been much wider than any particular ideological position – be it the pre-1980s statist one or the pro-market NCW – would admit. It also shows that the willingness to experiment with new policies and institutions, and the willingness to learn from other countries’ successes and improve upon their solutions, were important in all agricultural success stories.
Human-kind and ecological systems are currently facing one of the toughest challenges: how to feed more billions of people in the future within the perspective of climate change, energy shortages, economic crises and growing competition for the use of renewable and non renewable resources. This challenge is even more crucial given that we have not yet come close to achieving the Millennium Development Goal of halving the number of people living in extreme poverty and hunger. The major perspective of this publication is that paradigm and policy shifts at all levels are needed urgently. This is based on the evidence that agriculture in the 21st century will be undergoing significant demands, arising largely from the need to increase the global food enterprise, while adjusting and contributing to climate change adaptation and mitigation. Using a political-economic approach supplemented with insights from human ecology, this volume analyzes the long-term dynamics of food security and economic growth. The book begins by discussing the nature of preindustrial food crises and the changes that have occurred since the 19th century with the ascent of technical science and the fossil fuel revolution. It explains how these changes improved living standards but that the realization of this improvement was usually dependent on government support for smallholder modernization. The author sets out how the evolution of food security in different regions has been influenced by farm policy choices and how these choices were shaped by local societal characteristics, international relations and changing configurations in metropolitan countries. Separate chapters are devoted to the interaction of this evolution with debates on food security and economic growth and with international economic policies. The final chapters highlight the new challenges for global food security that will arise as traditional sources of biomass production and the more easily extractable reserves of fossil biomass become depleted or can no longer be used. Overall, the book emphasizes the inadequacy of current explanations with regard to these challenges. It explores what is needed to ensure a sustainable future and calls for a rethinking of these issues; a necessary reflection in today's unstable global political situation.

Turkish agriculture has been experiencing a period of unique policy experiment over the last couple years. A World Bank-initiated project, called the Agricultural Reform Implementation Project (ARIP), has been at the forefront of policy change. It was initially promoted by the Bank as an exemplary reform package which could also be adopted by other developing countries. It was introduced in 2001 as part of a major International Monetary Fund (IMF)/World Bank-imposed program of "structural adjustment" after the country had been hit by a major financial crisis. The project has finally come to an end in 2009, and there is now an urgent need for a retrospective assessment of its overall impact on the agricultural sector. Has it fulfilled its ambitious objective of reforming and restructuring Turkish agriculture? Or should it be recorded as a failure of the neo-liberal doctrine?
