This book seeks to inject fresh thinking into the debate on democratic deterioration in Central and Eastern Europe (CEE), viewing 'democratic backsliding' through the prism of a range of cases beyond Hungary and Poland, to redress the imbalance in current scholarship. Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even 'backsliding' into new forms of authoritarianism. Debate has, however, so far focused disproportionately on the two most dramatic and surprising cases: Hungary and Poland. This book reflects on the 'backsliding' debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. Contributors present less frequently considered perspectives on 'democratic backsliding' in the CEE region, such as the role of oligarchisation and wealth concentration; the potential of ethnographical approaches to democracy evaluation; the trade-offs between democratic quality and democratic stability; and the long-term interplay between social movements, state-building, and democratisation. The key values of the Open Society – freedom, justice, tolerance, democracy, and respect for knowledge – are increasingly under threat in today’s world. As an effort to uphold those values, this volume brings together some of the key political, social and economic thinkers of our time to re-examine the Open Society closely in terms of its history, its achievements and failures, and its future prospects. Based on the lecture series Rethinking Open Society, which took place between 2017 and 2018 at the Central European University, the volume is deeply embedded in the history and purpose of CEU, its Open Society mission, and its belief in educating skeptical, but passionate citizens.
Rethinking Europe's Future is a major reevaluation of Europe's prospects as it enters the twenty-first century. David Calleo has written a book worthy of the complexity and grandeur of the challenges Europe now faces. Summoning the insights of history, political economy, and philosophy, he explains why Europe was for a long time the world's greatest problem and how the Cold War's bipolar partition brought stability of a sort. The book's third and major section examines how Europe has tried to meet the present challenges of Russian weakness and German reunification. Succeeding chapters focus on Maastricht and the Euro, on the impact of globalization on Europeanization, and on the EU's unfinished business--expanding into ''Pan Europe,'' adapting a hybrid constitution, and creating a new security system. Calleo presents three models of a new Europe--each proposing a different relationship with the U.S. and Russia. A final chapter probes how a strong European Union might affect the world and the prospects for American hegemony. As an idea, federalism points us to issues such as shared and divided sovereignty, multiple loyalties and identities, and governance through multi-level institutions. Seen in this more complex way, federalism is deeply relevant to a wide range of issues facing contemporary societies. Global forces -- economic and social -- are forcing a rethinking of the role of the central state, with power and authority diffusing both downwards to local and state institutions and upwards to supranational bodies. Economic restructuring is altering relationships within countries, as well as the relationships of countries with each other. At a societal level, the recent growth of ethnic and regional nationalisms -- most dramatically in Eastern Europe and the former Soviet Union, but also in many other countries in western Europe and North America -- is forcing a rethinking of the relationship between state and nation, and of the meaning and content of 'citizenship.' Rethinking Federalism explores the power and relevance of federalism in the contemporary world, and provides a wide-ranging assessment of its strengths, weaknesses, and potential in a variety of contexts. Interdisciplinary in its approach, it brings together leading scholars from law, economics, sociology, and political science, many of whom draw on their own extensive involvement in the public policy process. Among the contributors, each writing with the authority of experience, are Tommaso Padoa-Schioppa and Jacques Pelkmans on the European Union, Paul Chartrand on Aboriginal rights, Samuel Beer on North American federalism, Alan Cairns on identity, and Vsevolod Vasiliev on citizenship after the breakup of the Soviet Union. The themes refracted through these different disciplines and political perspectives include nationalism, minority protection, representation, and economic integration. The message throughout this volume is that federalism is not enough -- rights protection and representation are also of fundamental importance in designing multi-level governments.
Bosnian Muslims, East African Masai, Czech-speaking Austrians, North American indigenous peoples, and Jewish immigrants from across Europe—the nineteenth-century British and Habsburg Empires were characterized by incredible cultural and racial-ethnic diversity. And how could diversity be reconciled with demands for national autonomy and democratic participation? Is the history of the modern world the history of Europe writ large? Or is it possible to situate the history of modernity as a world historical process apart from its origins in Western Europe? In this posthumous collection of essays, Marshall G. S. Hodgson challenges adherents of both Eurocentrism and multiculturalism to rethink the place of Europe in world history. He argues that the line that connects Ancient Greeks to the Renaissance to modern times is an optical illusion, and that a global and Asia-centred history can better locate the European experience in the shared histories of humanity. Hodgson then shifts the historical focus and in a parallel move seeks to locate the history of Islamic civilisation in a world historical framework. In so doing he concludes that there is but one history - global history - and that all partial or privileged accounts must necessarily be resituated in a world historical context. The book also includes an introduction by the editor, Edmund Burke, contextualising Hodgson's work in world history and Islamic history.
Fin-de-siècle Vienna remains a central event in the birth of the century's modern culture. Our understanding of what happened in those key decades in Central Europe at the turn of the century has been shaped in the last years by an historiography presided over by Carl Schorske's Fin de Siècle Vienna and the model of the relationship between politics and culture which emerged from his work and that of his followers. Recent scholarship, however, has begun to question the main paradigm of this school, i.e. the "failure of liberalism." This volume reflects not only a whole range of the critiques but also offers alternative ways of understanding the subject, most notably though the concept of "critical modernism" and the integration of previously neglected aspects such as the role of marginality, of the market and the larger Central and European context. As a result this volume offers novel ideas on a subject that is of unending fascination and never fails to captivate the Western imagination.
