Peruvian novelist, poet, and anthropologist Jose Maria Arguedas (1911-1969) was a highly conflicted figure. As a mestizo, both European and Quechua blood ran through his veins and into his cosmology and writing. Arguedas's Marxist influences and ethnographic work placed him in direct contact with the subalterns he would champion in his stories. His exposes of the conflicts between Indians and creoles, and workers and elites were severely criticized by his contemporaries, who sought homogeneity in the nation-building project of Peru. In Rethinking Community from Peru, Irina Alexandra Feldman examines the deep political connotations and current relevance of Arguedas's fiction to the Andean region. Looking principally to his most ambitious and controversial work, All the Bloods, Feldman analyzes Arguedas's conceptions of community, political subjectivity, sovereignty, juridical norm, popular actions, and revolutionary change. She deconstructs his particular use of language, a mix of Quechua and Spanish, as a vehicle to express the political dualities in the Andes. As Feldman shows, Arguedas's characters become ideological speakers and the narrator's voice is often absent, allowing for multiple viewpoints and a powerful realism. Feldman examines Arguedas's other novels to augment her theorizations, and grounds her analysis in a dialogue with political philosophers Walter Benjamin, Jean-Luc Nancy, Carl Schmitt, Jacques Derrida, Ernesto Laclau, and çlvaro Garcia-Linera, among others. In the current political climate, Feldman views the promise of Arguedas's vision in light of Evo Morales's election and the Bolivian plurality project recognizing indigenous autonomy. She juxtaposes the Bolivian situation with that of Peru, where comparatively limited progress has been made towards constitutional recognition of the indigenous groups. As Feldman demonstrates, the prophetic relevance of Arguedas's constructs lie in their recognition of the sovereignty of all ethnic groups and their coexistence in the modern democratic nation-state, in a system of heterogeneity through autonomy—not homogeneity through suppression. Tragically for Arguedas, it was a philosophy he could not reconcile with the politics of his day, or from his position within Peruvian society.

The Inka conquered an immense area extending across five modern nations, yet most English-language publications on the Inka focus on governance in the area of modern Peru. This volume expands the range of scholarship available in English by collecting new and notable research on Qullasuyu, the largest of the four quarters of the empire, which extended south from Cuzco into contemporary Bolivia, Argentina, and Chile. From the study of Qullasuyu arise fresh theoretical perspectives that both complement and challenge what we think we know about the Inka. While existing scholarship emphasizes the political and economic rationales underlying state action, Rethinking the Inka turns to the conquered themselves and reassesses imperial motivations. The book’s chapters, incorporating more than two hundred photographs, explore relations between powerful local lords and their Inka rulers; the roles of nonhumans in the social and political life of the empire; local landscapes remade under Inka rule; and the appropriation and reinterpretation by locals of Inka objects, infrastructure, practices, and symbols. Written by some of South America’s leading archaeologists, Rethinking the Inka is poised to be a landmark book in the field.
A study on urban risk and resettlement programs in the Global South in the era of climate change. Environmental changes impact everyone, but the burden is especially heavy upon the lives and livelihoods of the urban poor and those living in informal settlements. In an effort to reduce urban residents' exposure to climate change and natural disasters, resettlement programs are becoming widespread across the Global South. Yet, while resettlement may reduce a region's future climate-related disaster risk, it can also often increase poverty and vulnerability. This volume collates the findings from a research project that examined urban areas across the globe, including case studies from India, Uganda, Peru, Colombia, Mexico, Cambodia, and the Philippines. The book offers a unique approach to resettlement, providing an opportunity for urban planners to re-think how disaster risk management can better address the accumulation of urban risks in the era of climate change.
Decolonial Approaches to Latin American Literatures and Cultures engages and problematizes concepts such as “decolonial” and “coloniality” to question methodologies in literary and cultural scholarship. While the eleven contributions produce diverse approaches to literary and cultural texts ranging from Pre-Columbian to contemporary works, there is a collective questioning of the very idea of “Latin America,” what “Latin American” contains or leaves out, and the various practices and locations constituting Latinamericanism. This transdisciplinary study aims to open an evolving corpus of decolonial scholarship, providing a unique entry point into the literature and material culture produced from precolonial to contemporary times.
In the Andes, indigenous knowledge systems based on the relationships between different beings, both earthly and heavenly, animal and plant, have been central to the organization of knowledge since precolonial times. The legacies of colonialism and the continuance of indigenous cultures make the Andes a unique place from which to think about art and social change as ongoing, and as encompassing more than an exclusively human perspective. Beyond Human revises established readings of the avant-gardes in Peru and Bolivia as humanizing and historical. By presenting fresh readings of canonical authors like César Vallejo, José María Arguedas, and Magda Portal, and through analysis of newer artist-activists like Julieta Paredes, Mujeres Creando Comunidad, and Alejandra Dorado, Daly argues instead that avant-gardes complicate questions of agency and contribute to theoretical discussions on vital materialisms: the idea that life happens between animate and inanimate beings—human and non-human—and is made sensible through art. What are Hispanic alternative communities and how are they represented in literature, film, and popular music? This book studies the fictional representation of circles of artists and intellectuals, youth gangs, musical bands, packs of marginal urban dwellers, groups of immigrants, and other diverse associations that share the common trait of being small and subversive collectives, perhaps akin to secret societies plotting to take control of society. These groups usually exist within a larger and established community – typically, the nation-state – though maintaining with it complicated relations of rivalry, criticism, outright violence, and other forms of antagonism. Thus “alternative communities” represent the “other side” of official institutions, by constituting dystopias that condemn the status quo, or by building utopias that point to new social arrangements. In the Hispanic world – a broad, transatlantic space that includes Spain and Spanish America – alternative communities have existed since the 19th century, a time of nation-building for Spanish American countries, all the way to the 21st century, when hybrid, postnational, and cosmopolitan communities begin to appear. The seventeen chapters brought together in this volume, which constitutes the first systematic approach to Hispanic alternative communities, tackle this complex cultural phenomenon from diverse critical perspectives.
In this book we consider ways in which mining companies do and can/should respect the human rights of communities affected by mining operations. We examine what "can and should" means and to whom, in a variety of mostly Peruvian contexts, and how engineers engage in "normative" practices that may interfere with the communities' best interests. We hope to raise awareness of the complexity of issues at stake and begin the necessary process of critique—of self and of the industry in which an engineer chooses to work. This book aims to alert engineering students to the price paid not only by vulnerable communities but also by the natural environment when mining companies engage in irresponsible and, often, illegal mining practices. If mining is to be in our future, and if we are to have a future which is sustainable, engineering students must learn to mine and support mining, in new ways—ways which are fairer, more equitable, and cleaner than today.
Catholic mission from the mid-20th century onwards was complicated by geopolitical upheaval, church reform, and the emergent critique of the colonial power matrix to which the Church belonged. Missionary movements to Latin America coincided with visions for a progressive, radically transformative church. Landscapes of Liberation expands scholarship into liberation theology’s reception in Andean America and critically examines the interplay of the Catholic Church as a global institution with parishes as local actors. Through source material from both sides of the Atlantic, this book charts how a transnational network of pastoral agents and laypeople in Peru’s southern highlands claimed mission and development as intertwined tenets of spiritual and social life throughout three decades of agrarian reform, activism, and social conflict. Ultimately, this book reveals how transformative theories for rural development yield contingent transformations: concrete change, yet contested liberation.
Rethinking Empowerment looks at the changing role of women in developing countries and calls for a new approach to empowerment. An approach that adopts a more nuanced, feminist interpretation of power and em(power)ment, recognises that local empowerment is always embedded in regional, national and global contexts, pays attention to institutional structures and politics and acknowledges that empowerment is both a process and an outcome. Moreover, the book warns that an obsession with measurement rather than process can undermine efforts to foster transformative and empowering outcomes. It concludes that power must be restored as the centrepiece of empowerment. Only then will the term and its advocates provide meaningful ammunition for dealing with the challenges of an increasingly unequal, and often sexist, global/local world.
