Rethinking African Agriculture argues that rural communities in Africa are still shaped by non-agrarian factors both in livelihood strategy and social formation. This volume renews and deepens the research on the African peasantry by offering a fresh perspective drawn from the hitherto largely unknown Japanese research on the subject. The ethnographic fieldwork focuses not only on the micro environment of the producers but also the broader historical context in which they live and work. The contributors argue that, in comparison with other regions of the world, Africa has never passed through an agrarian revolution that would effectively change the mode of production from within. Modernization efforts from the outside have fallen far short of the ambition to transform agriculture in Africa. Rural Africa is still largely a natural society characterized by "non-agrarian" features as evident in people’s livelihood, social organization, and farming systems. Given the central role of the food and agriculture system in driving so many of the connected ecological, social and economic threats and challenges we currently face, Rethinking Food and Agriculture reviews, reassesses and reimagines the current food and agriculture system and the narrow paradigm in which it operates. Rethinking Food and Agriculture explores and uncovers some of the key historical, ethical, economic, social, cultural, political, and structural drivers and root causes of unsustainability, degradation of the agricultural environment, destruction of nature, short-comings in science and knowledge systems, inequality, hunger and food insecurity, and disharmony. It reviews efforts towards 'sustainable development', and reassesses whether these efforts have been implemented with adequate responsibility, acceptable societal and environmental costs and optimal engagement to secure sustainability, equity and justice. The book highlights the many ways that farmers and their communities, civil society groups, social movements, development experts, scientists and others have been raising awareness of these issues, implementing solutions and forging 'new ways forward', for example towards paradigms of agriculture, natural resource management and human nutrition which are more sustainable and just. Rethinking Food and Agriculture proposes ways to move beyond the current limited view of agro-ecological sustainability towards overall sustainability of the food and agriculture system based on the principle of 'inclusive responsibility'. Inclusive responsibility encourages ecosystem sustainability based on agro-ecological and planetary limits to sustainable resource use for production and livelihoods. Although the need to study agriculture in different parts of the world on its “own terms” has long been recognized and re-affirmed, a tendency persists to evaluate agriculture across the globe using concepts, lines of evidence and methods derived from Eurasian research. However, researchers working in different regions are becoming increasingly aware of fundamental differences in the nature of, and methods employed to study, agriculture and plant exploitation practices in the past. Contributions to this volume rethink agriculture, whether in terms of existing regional chronologies, in terms of techniques employed, or in terms of the concepts that frame our interpretations. This volume highlights new archaeological and ethnoarchaeological research on early agriculture in understudied non-Eurasian regions, including Island Southeast Asia and the Pacific, the Americas and Africa, to present a more balanced view of the origins and development of agricultural practices around the globe.
This presents twenty specially commissioned case studies of farmer participatory approaches to agricultural innovation initiated by NGOs in Africa. Beginning with a broad review of institutional activity at the grassroots, the authors set the case material within the context of NGO relations with the State and their contribution to democratisation and the consolidation of rural civil society. Specific questions are raised: how good/bad are NGOs at promoting technological innovation and addressing constraints to change in present agriculture?; how effective are NGOs at strengthening grassroots organizations? and how do/will donor pressures influence NGOs and their links to the State? At least fifty years of projects aimed at the rural poor in Africa have had very little impact. Up to half of the children of these countries are still suffering from stunting and malnutrition. Soil degradation and poor crop yields are ubiquitous. Projects are almost always aimed at helping local people to solve their problems by growing for the market. In some countries, projects link poor villagers into cooperatives to produce a commercial output. In other countries, projects target more competent entrepreneurial villagers. Almost all these projects fail after several years. Even those that are successful make few inroads into the problems. While the slogan 'feeding the farmers first' comes from the Philippines, it is particularly applicable to much of Africa, where household food security can come from household production. This book explains how projects can be designed that increase food security through subsistence production. Focusing on particular people and projects, it gives a sociological analysis of why this is so difficult to manage. This book challenges the models promoted by academics in the field of development studies and argues against the strategies adopted by most donor organizations and government bodies.It explains why commercial projects have been so ubiquitous even though they rarely work. It gives practical tips on how to set up villages and farms to achieve sustainable solutions that also provide plenty of nutritious food. The book is written to be accessible and engaging. Human-kind and ecological systems are currently facing one of the toughest challenges: how to feed more billions of people in the future within the perspective of climate change, energy shortages, economic crises and growing competition for the use of renewable and non renewable resources. This challenge is even more crucial given that we have not yet come close to achieving the Millennium Development Goal of halving the number of people living in extreme poverty and hunger. Scientists and relevant stakeholders are now voicing a clear message: that multiple challenges the world is facing require innovative, multifaceted, science-based, technological, economic and political approaches in theoretical thinking, decision making and action. With this background central to survival and well-being, the purpose of this volume is to formulate and promote relevant theoretical analysis and policy recommendations. The major perspective of this publication is that paradigm and policy shifts at all levels are needed urgently. This is based on the evidence that agriculture in the 21st century will be undergoing significant demands, arising largely from the need to increase the global food enterprise, while adjusting and contributing to climate change adaptation and mitigation. Orthodox strategies for socio-economic development have failed spectacularly in Southern Africa. Neither the developmental state nor neoliberal reform seems able to provide a solution to Africa's problems. In Africa's Development Impasse, Stefan Andreasson analyses this failure and explores the potential for post-development alternatives. Examining the post-independence trajectories of Botswana, Zimbabwe and South Africa, the book shows three different examples of this failure to overcome a debilitating colonial legacy. Andreasson then argues that it is now time to resuscitate post-development theory's challenge to conventional development. In doing this, he claims, we face the enormous challenge of translating post-development into actual politics for a socially and politically sustainable future and using it as a dialogue about what the aims and aspirations of post-colonial societies might become. This important fusion of theory with empirical case studies will be essential reading for students of development politics and Africa.
