This paper examines the competitive effects of reorganizing a network industry's vertical structure. In this industry, an upstream monopolist operates a network used as an input to produce horizontally differentiated final products that are imperfect substitutes. Three potential pitfalls of restructuring integrated network industries are analyzed: (i) double marginalization, (ii) underinvestment, and (iii) vertical foreclosure. The paper studies the net effect of restructuring on retail prices and cost-reducing investment and discusses policy implications.
This paper examines the effects of introducing competition into monopolized network industries on prices and infrastructure quality. Analyzing a model with reduced-form demand, we first show that deregulating an integrated monopoly cannot simultaneously decrease the retail price and increase infrastructure quality. Second, we derive conditions under which reducing both retail price and infrastructure quality relative to the integrated monopoly outcome increases welfare. Third, we argue that restructuring and setting very low access charges may yield welfare losses, as infrastructure investment is undermined. Restructuring brings market incentives into formerly monopolized network industries and raises a host of questions about whether the carrot of profit seeking can be disciplined by the stick of competition. In the telephone industry access pricing is an issue, and major problems are illustrated. In the electricity industry other problems are described and possible solutions are briefly sketched.
Competition in network industries faces particular problems which are analyzed from both a theoretical and policy perspective. Issues of vertical integration, deregulation and privatization are covered. While competition and privatization are rapidly unfolding in telecommunications in Western and Eastern Europe, energy and railway transportation represent sectors of more gradual liberalization. The different market characteristics of telecommunications, energy and transportation raise consistency problems in the fields of deregulation, investment strategies and internationalization. While transformation policies create opportunities for liberalization in Eastern Europe and Russia the latter shows critical problems in ending monopoly and state ownership. Network industries could be subject to competition and promise major investment opportunities plus consumer benefits.

This book is about change in Central and Eastern Europe, and about how we think about social and economic change more generally. In contrast to the dominant 'transition framework' that examines organizational forms in Eastern Europe according to the degree to which they conform to, or depart from, the blueprints of already existing capitalist systems, this book examines the innovative character, born of necessity, in which actors in the post-socialist setting are restructuring organizations and institutions by redefining and recombining resources. Instead of thinking of these recombinations as accidental aberrations, the book explores their evolutionary potentials. The starting premise of Restructuring Networks in Post-Socialist Societies is that the actual unit of entrepreneurship is not the isolated individual personality but the social network that links firms and the actors within them.
