The fight over immigration reform and immigrants’ rights in the U.S. has been marked by sharp swings in both public sentiment and official enforcement. In 2006, millions of Latino immigrants joined protests for immigration reform. Deferred Action for Childhood Arrivals, a policy granting work permits and protection from deportation to undocumented immigrants who entered the country before age 16, was enacted in 2012, despite a sharp increase in deportations during the Bush and Obama administrations. The 2016 election of Donald J. Trump prompted a surge in anti-immigrant sentiment which threatened DACA and other progressive immigration policies. In Holding Fast, political scientists James McCann and Michael Jones-Correa investigate whether and how these recent shifts have affected political attitudes and civic participation among Latino immigrants. ​ Holding Fast draws largely from a yearlong survey of Latino immigrants, including both citizens and noncitizens, conducted before and after the 2016 election. The survey gauges immigrants’ attitudes about the direction of the country and the emotional underpinnings of their political involvement. While survey respondents expressed pessimism about the direction of the United States following the 2016 election, there was no evidence of their withdrawal from civic life. Instead, immigrants demonstrated remarkable resilience in their political engagement, and their ties to America remained robust. McCann and Jones-Correa examine Latino immigrants’ trust in government as well as their economic concerns and fears surrounding possible deportations of family members and friends. They find that Latino immigrants who were concerned about the likelihood of deportation were more likely to express a lack of trust in government. Concerns about personal finances were less salient. Disenchantment with the U.S. government did not differ based on citizenship status, length of stay in America, or residence in immigrant-friendly states. Foreign-born Latinos who are naturalized citizens shared similar sentiments to those with fewer political rights, and immigrants in California, for example, express views similar to those in Texas. Addressing the potential influence immigrant voters may wield in in the coming election, the authors point to signs that the turnout rate for naturalized Latino immigrant may be higher than that for Latinos born in the United States. The authors further underscore the importance of the parties' platforms and policies, noting the still-tenuous nature of Latino immigrants’ affiliations with the Democratic Party. Holding Fast outlines the complex political situation in which Latino immigrants find themselves today. Despite well-founded feelings of anger, fear, and skepticism, in general they maintain an abiding faith in the promise of American democracy. This book provides a comprehensive account of Latino immigrants’ political opinions and a nuanced, thoughtful outlook on the future of Latino civic participation. Although advances in engineering can reduce the risk of dam and levee failure, some failures will still occur. Such events cause impacts on social and physical infrastructure that extend far beyond the flood zone. Broadening dam and levee safety programs to consider community- and regional-level priorities in decision making can help reduce the risk of, and increase community resilience to, potential dam and levee failures. Collaboration between dam and levee safety professionals at all levels, persons and property owners at direct risk, members of the wider economy, and the social and environmental networks in a community would allow all stakeholders to understand risks, shared needs, and opportunities, and make more informed decisions related to dam and levee infrastructure and community resilience. The 2012 National Research Council report Disaster Resilience: A National Imperative highlighted the challenges of increasing national resilience in the United States. One finding of the report was that "without numerical means of assessing resilience, it would be impossible to identify the priority needs for improvement, to monitor changes, to show that resilience had improved, or to compare the benefits of increasing resilience with the associated costs." Although measuring resilience is a challenge, metrics and indicators to evaluate progress, and the data necessary to establish the metric, are critical for helping communities to clarify and formalize what the concept of resilience means for them, and to support efforts to develop and prioritize resilience investments. One of the recommendations from the 2012 report stated that government entities at federal, state, and local levels and professional organizations should partner to help develop a framework for communities to adapt to their circumstances and begin to track their progress toward increasing resilience. To build upon this recommendation and begin to help communities formulate such a framework, the Resilient America Roundtable of the National Academies convened the workshop Measures of Community Resilience: From Lessons Learned to Lessons Applied on September 5, 2014 in Washington, D.C. The workshop's overarching objective was to begin to develop a framework of measures and indicators that could support community efforts to increase their resilience. The framework will be further developed through feedback and testing in pilot and other partner communities that are working with the Resilient America Roundtable. This report is a summary of the one-day workshop, which consisted of a keynote address and two panel sessions in the morning and afternoon breakout sessions that began the discussion on how to develop a framework of resilience measures.
Urban resilience and building resilience are “hot topics” of research and practice on sustainability in the context of climate change. The edited volume advances the “state of art” of urban resilience research through focusing on three important processes of building resilience: knowledge integration, implementation, and learning. In the volume, knowledge integration primarily refers to the combination of specialized knowledge domains (e.g., flood risk management and urban planning). Implementation refers to realized specific changes of the building stock and related green, blue and grey infrastructures at local level (e.g., for dealing with rising temperatures and heat waves at the neighborhood scale in cities). Learning requires moving beyond single projects and experiments of resilience to enhance sustainability at city and regional scale. The editors adopt an interdisciplinary approach to this volume of the Springer series on resilience. The volume includes contributions from civil engineering, physical geography, the social sciences, and urban planning.
