Inseparable from the history of the Indians of Southern California is the role of the Indian agent—a government functionary whose chief duty was, according to the Office of Indian Affairs, to “induce his Indian to labor in civilized pursuits.” Offering a portrait of the Mission Indian agents of the late nineteenth and early twentieth centuries, Reservations, Removal, and Reform reveals how individual agents interpreted this charge, and how their actions and attitudes affected the lives of the Mission Indians of Southern California. This book tells the story of the government agents, both special and regular, who served the Mission Indians from 1850 to 1903, with an emphasis on seven regular agents who served from 1878 to 1903. Relying on the agents’ reports and correspondence as well as newspaper articles and court records, authors Valerie Sherer Mathes and Phil Brigandi create a vivid picture of how each man—each a political appointee tasked with implementing ever-changing policies crafted in far-off Washington, D.C.—engaged with the issues and events confronting the Mission Indians, from land tenure and water rights to education, law enforcement, and health care. Providing a balanced, comprehensive view of the world these agents temporarily inhabited and the people they were called to serve, Reservations, Removal, and Reform deepens and broadens our understanding of the lives and history of the Indians of Southern California.
In 1924, the United States began a bold program in public health. The Indian Service of the United States hired its first nurses to work among Indians living on reservations. This corps of white women were dedicated to improving Indian health. In 1928, the first field nurses arrived in the Mission Indian Agency of Southern California. These nurses visited homes and schools, providing public health and sanitation information regarding disease causation and prevention. Over time, field nurses and Native people formed a positive working relationship that resulted in the decline of mortality from infectious diseases. Many Native Americans accepted and used Western medicine to fight pathogens, while also continuing Indigenous medicine ways. Nurses helped control tuberculosis, measles, influenza, pneumonia, and a host of gastrointestinal sicknesses. In partnership with the community, nurses quarantined people with contagious diseases, tested for infections, and tracked patients and contacts. Indians turned to nurses and learned about disease prevention. With strong hearts, Indians eagerly participated in the tuberculosis campaign of 1939–40 to x-ray tribal members living on twenty-nine reservations. Through their cooperative efforts, Indians and health-care providers decreased deaths, cases, and misery among the tribes of Southern California.
If you want to know why American Indians have the highest rates of poverty of any racial group, why suicide is the leading cause of death among Indian men, why native women are two and a half times more likely to be raped than the national average and why gang violence affects American Indian youth more than any other group, do not look to history. There is no doubt that white settlers devastated Indian communities in the 19th, and early 20th centuries. But it is our policies today—denying Indians ownership of their land, refusing them access to the free market and failing to provide the police and legal protections due to them as American citizens—that have turned reservations into small third-world countries in the middle of the richest and freest nation on earth. The tragedy of our Indian policies demands reexamination immediately—not only because they make the lives of millions of American citizens harder and more dangerous—but also because they represent a microcosm of everything that has gone wrong with modern liberalism. They are the result of decades of politicians and bureaucrats showering a victimized people with money and cultural sensitivity instead of what they truly need—the education, the legal protections and the autonomy to improve their own situation. If we are really ready to have a conversation about American Indians, it is time to stop bickering about the names of football teams and institute real reforms that will bring to an end this ongoing national shame.
Caste-based reservations have existed in India for more than a century. Initially introduced by the British to bring about equal of opportunity in education, reservation was later extended to other sectors of the development process to overcome the economic inequalities attributed to caste. Even today, concepts like affirmative action and quotas are being debated to justify reservation.
