While the Constitution of India provides for equality of status to all the citizens, it also recognises the neen for special provisions in favour of the socially disadvantaged groups with the objective of bringing them to a level comparable to the other communities. Based on the thesis of the author's doctoral research, the present volume examines the impact of the policy of compensatory discrimination and the various constitutional provisions aimed at giving preferential treatment to the Scheduled Castes and Scheduled Tribes especially with regard to the provision of resevation of jobs in the public services. The author analyses the degree of social transformation achieved dure to the implementation of the policy of reservation in the public services among the SC's and ST's with particular reference to the State of Bihar. Many significant findings have emerged out of the study. The beneficiaries of reservation have not only broken away from their traditional occupations but have also become examples for members of their communities in view of their power, prestigve and self-confidence vis-ý-vis members of the upper castes. Induction in to the government services has given a fillip to these communities to contribute actively in the development process. The volume also examines the implementation of the policy of reservation and the change that has occurred in the semi-feudal society of Bihar. The book contains valuable suggestions towards ensuring effective administration of the reservation policy. These deserve the attention of policy-makers, academicians and administrators engaged in the task of bringing about social change through constitutional means.

The book is an outcome of a report of a major research project sponsored by UGC, New Delhi; entitled "A study of scheduled castes in two districts of rural Rajasthan" which was submitted by the author in March, 1995. It deals with the various dimensions of social change which are largely affected by occuptional mobility and/or continuity in the people of two major categories, viz .leatherworking and scavenging.
The linguistic origin of the term Dalit is Marathi, and pre-dates the militant-intellectual Dalit Panthers movement of the 1970s. It was not in popular use till the last quarter of the 20th century, the origin of the term Dalit, although in the 1930s, it was used as Marathi-Hindi translation of the word "Depressed Classes". The changing nature of caste and Dalits has become a topic of increasing interest in India. This edited book is a collection of originally written chapters by eminent experts on the experiences of Dalits in India. It examines who constitute Dalits and engages with the mainstream subaltern perspective that treats Dalits as a political and economic category, a class phenomenon, and subsumes homogeneity of the entire Dalit population. This book argues that the socio-cultural deprivations of Dalits are their primary deprivations, characterized by heterogeneity of their experiences. It asserts that Dalits have a common urge to liberate from the oppressive and exploitative social arrangement which has been the guiding force of Dalit movement. This book has analysed this movement through three phases: the reformative, the transformative and the confrontationist. Caste-based reservations have existed in India for more than a century. Initially introduced by the British to bring about equal of opportunity in education, reservation was later extended to other sectors of the development process to overcome the economic inequalities attributed to caste. Even today, concepts like affirmative action and quotas are being debated to justify reservation. Caste-based Reservations and Human Development in India comprehensively analyses the impact of such reservations on the target groups, as well as on major human development indices, taking into consideration time series data. An alternative strategy of applying the democratic principle of caste-based reservation is also discussed.
The idea of writing this book has been germinating in my mind for long time but due to certain unavoidable reason could not get it finished. Really, it is very tough task to put together Dr. Babasaheb Ambedkar’s ideas and thoughts on entirety in a single book, yet this book is an attempt to provide a coherent account on his socio-political struggles to establish an egalitarian transformative society with the ideas of liberty, equality, fraternity and social justice through the Constitutional means with all odds of caste indignities; and challenged the age-old social structure intellectually rooting on the ground and rendered unwavering contributions in making modern India.
