The promotion of entrepreneurship in higher education appears in the political spectrum as a new economic policy arena. In this field policy blanks and new kinds of problems need to be addressed. Scholars agree that many of the current structures and models in higher education do not fit the necessary requirements for the development of entrepreneurship training. New perspectives in this field can be gained through an analysis of the feasibility of a policy transfer of the German EXIST-II-Program to Mexico. This program was developed to address the entrepreneurial potential within higher educational institutions through the coordination of entrepreneurial efforts carried out by regional, national and supranational actors. An empirical analysis of the objectives, regulations, actors and governance, personnel (staff), financial resources, beneficiaries and output of the program as well as a comparative study of Germany versus Mexico in this book demonstrates under what conditions the transfer of know-how from Germany, specifically from the EXIST-II-Program to universities in Mexico could be implemented. The research offers alternatives to improve the current ongoing initiatives in Mexico.
La educación es una consecuencia y una causa del nivel, tipo y grado de la desigualdad social en el mundo. En América Latina el problema de la desigualdad se ha agravado de una manera impensada. Hoy ya somos, desde hace dos años, de acuerdo con el estudio de desarrollo humano de Naciones Unidas, la zona más desigual social y económicamente del planeta. África sigue siendo más pobre todavía que América Latina, pero esta ya tiene índices de desigualdad peores que los de África. En América Latina no estamos avanzando en cosas fundamentales. Una sociedad más productiva, más armónica; una sociedad más funcionante requiere un equilibrio, una moderación de la desigualdad, y no hemos avanzado en eso. Ese es el tema que ocupa a todos los autores en las páginas de este libro.
Spanish Abstract: El presente trabajo constata y explica las causas de las diferencias en resultados escolares entre centros educativos públicos y privados de América Latina. Para ello, se utiliza información de los 8 países latinoamericanos que participaron en PISA 2012. Las estimaciones de variables instrumentales en dos etapas, combinadas con la técnica de descomposición de Oaxaca-Blinder, revelan que Uruguay y Brasil presentaron la mayor brecha educativa, y Colombia y México la menor. Dichas divergencias fueron causadas, en mayor medida, por el componente observado del modelo. Específicamente, fueron las diferencias en las características individuales, los factores que originaron, en mayor proporción, las brechas en desempeño; seguidas de las características familiares, y los recursos de los centros educativos. Además, la descomposición en el componente no observado sugiere que los estudiantes de los colegios privados hacen un mejor uso de los medios educativos que tienen en sus hogares, así como de los recursos de sus centros.
