In recent years there has been growing interest in having fisheries stakeholders involved in various aspects of fisheries data collection and experimentation. This activity is generally known as cooperative research and may take many forms, including gear technology studies, bycatch avoidance studies, and surveys. While the process is not new, the current interest in cooperative research and the growing frequency of direct budgetary allocation for cooperative research prompted this report. Cooperative Research in the National Marine Fisheries Service addresses issues essential for the effective design and implementation of cooperative and collaborative research programs.
Summarizes the Food Assist. and Nutrition Research Program (FANRP) activities and accomplishments in FY 2009, including newly awarded projects and recent pub. FANRP supports research on a wide range of policy-relevant food assistance and nutrition topics. The three perennial program themes are: (1) Program Outcomes and Economic Well-Being of Participants; (2) Program Access and Economic Determinants of Participation; and (3) Program Dynamics and Efficiency. The core food and nutrition assistance programs include the Supplemental Nutrition Assistance Program (SNAP; formerly the Food Stamp Program), the child nutrition programs, and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This report examines the challenges of advancing the use of electronic shipping papers as an alternative to the current paper-based hazardous materials communication system. Paper copy hazardous materials shipping papers have several drawbacks: they are labor intensive and subject to human error; they are perishable and may not be available to emergency responders in the event of an incident; and they are difficult to exchange between modes or different vehicles within a mode. The use of internationally compatible electronic data-sharing technologies could significantly improve the exchange of hazardous materials shipping information among shippers, carriers, regulatory agencies, and emergency responders. Timely access to accurate hazardous materials shipping information will likely reduce errors in information exchange, improve efficiency, enhance security, and improve the response efforts in the event of a hazardous materials incident.
