This booklet is intended to outline programs undertaken by the Research & Development Branch in the Dept. of National Defence and to provide points of contact for those needing additional information. It begins with sections describing the functions, research areas, significant facilities, and management structure of the Branch's research establishments (Atlantic, Ottawa, Valcartier, Suffield, and the Defence & Civil Institute of Environmental Medicine), plus the activities or functions of the Directorate of Scientific Policy, Directorate of External Scientific Activities, Defence Industrial Research Program, and DND/NSERC Research Partnership Program. It then outlines research thrusts in five broad subject areas: maritime, land, air, command and control information systems, and human performance.
In all leading industrial nations there is a close linkage between expenditure on defence research and development and procurement with the growth of high technology sectors of the economy. The science and technology (S&T) activities of the Department of National Defence contribute significantly to Canada's system of innovation. This paper describes how greater co-ordination of departmental S&T activities as well as a more focused objective for the departmental contribution to the overall federal S&T strategy can increase the impact and visibility of the Department's activities.
The past five years have represented an era of unprecedented change for the public sector. During this period, the Department of National Defence has had to face the difficult challenge of maintaining the essential capabilities of the Canadian Forces in a time of significant budget cuts. This document examines closely at all areas and analyzes opportunities to become more efficient, including the defence Research and Development program.
Canadian Forces leaders must make difficult split-second decisions requiring policing, diplomatic, and conflict- resolution skills, often in the glare of the international media. This document highlights the critical role of human leadership in Command and Control, and discusses how the Defence Research & Development Branch is addressing this issue.
